The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for provision of privileges for acquisition of solid fuel and the liquefied gas at the expense of subventions from the government budget to local budgets which is attached.

Procedure for provision of privileges for acquisition of solid fuel and the liquefied gas at the expense of subventions from the government budget to local budgets

1. This Procedure determines procedure for granting of privileges for acquisition of solid fuel and the liquefied gas at the expense of subventions from the government budget to local budgets to persons who have the right to privileges on social feature on acquisition of solid and liquid fuel and the liquefied gas according to the Laws of Ukraine "About the status of veterans of war, guarantees of their social protection", "About the victims of Nazi prosecutions", "About the basic principles of social protection of veterans of work and other citizens of advanced years in Ukraine", "About the status and social protection of citizens which suffered as a result of the Chernobyl catastrophic crash", "About the status of veterans of military service, veterans of law-enforcement bodies, veterans of National police and some other persons and their social protection", "About education", "About libraries and library science", "About protection of plants", "About child care", "About culture", Bases of the legislation of Ukraine on health care, (further - persons).

2. Persons who have the right to the corresponding privileges according to several laws exercise such right under one law at their choice.

3. Regulations of providing with solid fuel for heating of housing and the liquefied gas of persons affirm Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city state administrations within budgetary appropriations which are provided on such purposes, taking into account the limiting cost indexes of solid fuel and the liquefied gas approved by the Cabinet of Ministers of Ukraine.

4. For purpose of privileges on acquisition of solid fuel and the liquefied gas persons address to management of work and social protection of the population Kiev and Sevastopol of the state administrations, structural divisions, district, district in, concerning work and social protection of the population of executive bodies city, district in the cities (in case of their creation) (except of Kiev and Sevastopol) councils (further - authorized body) or executive bodies in village, settlement, city councils at the registered place of residence (or at the actual place of residence if persons stay on the registry in the Unified state automated register of persons having the right to privileges at the actual place of residence according to the decision of the commissions formed by local administrations and local government bodies according to Item 5 of the Regulations on procedure for purpose of housing subsidies the Cabinet of Ministers of Ukraine approved by the resolution of October 21, 1995 No. 848 "About simplification of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel" (the joint venture of Ukraine, 1996, No. 2, Art. 76; The Official Bulletin of Ukraine, 2018, No. 37, the Art. 1311), with the corresponding application to which the certificate of availability in premises of oven heating and/or the kitchen center on solid fuel is enclosed.

5. Authorized bodies, executive bodies of village, settlement, city councils monthly constitute lists of persons (with indication of preferential categories) for purpose of privileges for acquisition of solid fuel and the liquefied gas (further - the list).

The list signed by the rural, settlement, city chairman (other authorized person) and certified by seal monthly to 2 numbers moves to authorized body.

The authorized body verifies the list with information entered in the Unified state automated register of persons having the right to privileges.

6. The verified list affirms the head of authorized body.

7. The approved list is the basis for forming of payment data on payment of means cash liquidity for acquisition of solid fuel or provision of privileges on acquisition of solid fuel in the natural form.

One copy (copy) of the list is transferred to the relevant structural division concerning subsidies for use during purpose of housing subsidies.

In case of provision of privileges for acquisition of solid fuel in the natural form the copy (copy) of the list is transferred to fuel suppliers and the liquefied gas.

8. Executive bodies of village, settlement, city councils monthly to 2 numbers inform authorized bodies on changes in the relation of person (registration of the place of residence, connection of housing to gas supply system, warm, electric utility services for heating, death).

The authorized body within ten days from approval date of the list informs person on purpose (not appointment) of privilege for acquisition of solid fuel and the liquefied gas."

9. Authorized bodies monthly to the 5th of the next period submit data on the added amount concerning Kiev and Sevastopol of the state administrations, executive bodies, provided privileges for acquisition of solid fuel to financial bodies district, district in, city, district in the cities (except of Kiev and Sevastopol) councils.
