About consumer cooperation

This Law determines legal, organizational, economic and social basis of creation and activities of consumer societies, their unions in the Republic of Belarus.
In this Law the following basic concepts and their determinations are used:
consumer cooperation - system of consumer societies, their unions and the material (property) and other needs of members of consumer societies created by them for the purpose of satisfaction and the population of the Republic of Belarus of the unitary enterprises and organizations;
consumer society - the voluntary consolidation of citizens or citizens and legal entities in the form of consumer cooperative for the purpose of satisfaction of their material (property) and other requirements performed by consolidation by his members of property shares;
the union of consumer societies - the voluntary merging of consumer societies, their unions created for the purpose of coordination of activities and protection of common valuable interests;
the cooperative site - the part of consumer society uniting certain number of members of consumer society on territorial and (or) production signs;
the member of consumer society - the citizen or the legal entity accepted in accordance with the established procedure in structure of consumer society and who contributed introductory and share;
the representative of consumer society - the member of consumer society elected at meeting of the cooperative site of consumer society and given authority to resolve issues in the supreme body of management of consumer society on behalf of the members of consumer society who elected him;
the admission fee - the money deposited by the citizen or the legal entity in case of the introduction in the members of consumer society and union of the consumer societies used on cost recovery, connected with the accession to consumer society and the union of consumer societies;
share - the property fee expressed in cash and (or) non-cash form, brought by the citizen or the legal entity according to the procedure, determined by the charter of consumer society;
share fund - set of shares of members of consumer society;
the membership fee - the money deposited annually by members of the unions of consumer societies for ensuring activities of these unions;
additional contribution - the money deposited by members of consumer society according to the decision of general meeting (meeting of representatives) of consumer society for covering of losses, according to the procedure, determined by the legislation and the charter of consumer society.
The relations in the field of consumer cooperation are governed by the Civil code of the Republic of Belarus, this Law, other acts of the legislation, and also international treaties of the Republic of Belarus.
This Law does not extend to other consumer cooperatives (housing, building, garage, etc.), and also to production cooperatives.
If the international treaty of the Republic of Belarus establishes other rules, than those which are provided by this Law then are applied rules of the international treaty.
The main objectives of consumer cooperation are:
organization of wholesale and retail trade, public catering;
purchase at citizens, including individual entrepreneurs, and legal entities of agricultural products and raw materials, products and products of personal subsidiary farms and national art crafts, wild-growing fruits, berries and mushrooms, medicinal vegetable raw materials and technical raw materials, secondary material resources, other types of products and raw materials;
production of agricultural products, foodstuff, nonfoods, industrial goods;
rendering paid services to the population;
creation of the markets and organization of their work;
creation and development of project, scientific, production, construction, repair and construction, transport and other organizations;
creation and development of the sanatorium and improving organizations;
creation and development of organizations of education;
implementation of foreign economic activity;
implementation of other types of activity which are not forbidden by the legislation.
The state promotes further development of consumer cooperation, provides protection of interests of consumer societies, their unions, exercises control (supervision) of their activities.
For the purpose of discussion of the most important issues of consumer cooperation conferences and congresses, procedure for convocation and which carrying out it is determined by the body which made the decision on their carrying out can be held.
The name of consumer society shall contain instruction on administrative and territorial unit in the place of its stay and the word "consumer society".
The name of the regional unions of consumer societies shall include the name of area in the place of their stay and the word "regional union of consumer societies".
The republican union of consumer societies hereinafter is referred to as "The Belarusian republican union of consumer societies" (Belkoopsoyuz).
