About approval of the Procedure for carrying out special training of workers of subjects of transportation of dangerous goods

According to article 11 of the Law of Ukraine "About transportation of dangerous goods" the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for carrying out special training of workers of subjects of transportation of dangerous goods which is applied.

2. To the Ministry of Transport and Communications and the Ministry of Internal Affairs till March 1, 2008:

take measures for the organization and carrying out special training of workers of subjects of transportation of dangerous goods;

provide preparation of the regulatory legal acts necessary for accomplishment of the Procedure approved by this resolution.

3. This resolution becomes effective from the date of publication.

Procedure for carrying out special training of workers of subjects of transportation of dangerous goods

1. Special training of workers of subjects of transportation of dangerous goods (further - special training) is provided for the purpose of studying of condition of carriages of dangerous goods, requirements of acts of the legislation and regulating documents in the field of transportation of dangerous goods.

2. Special training there undergo workers of subjects of transportations of dangerous goods which are engaged in classification, packaging, marking or drawing danger signs and information displays on packagings, in execution of transport documents, departure, transportation or acceptance of dangerous goods, carrying out the cargo and other operations connected with transportation of such loads.

Action of this Procedure does not extend to workers of subjects of transportation of radioactive materials. Special training is provided according to Rules of nuclear and radiation safety in transit of radioactive materials.

3. By results of passing of special training the certificate (certificate) which form approves for the workers transporting dangerous goods road transport, the Ministry of Internal Affairs for all other workers of subjects of transportation of dangerous goods of the Ministry of Infrastructure taking into account international standards and requirements in the field of transportation of dangerous goods is granted.

In the certificate (certificate) series and number, effective period, surname, name and middle name, qualification, industry of transport and class of dangerous goods are noted, the place for the signature of person in charge and seal is allocated.

Forms of the certificate (certificate) which are produced on paper of the A7 format (105 x 74 millimeters) have at least five degrees of protection.

4. The Ministry of Infrastructure and the Ministry of Internal Affairs within the powers:

establish requirements to the centers of special training and bodies, authorized to carry out examination, perform their determination and registration;

provide development and approve standard programs and thematic plans of special training, procedure for examination, tests in coordination with other central executive bodies;

organize carrying out special training;

provide maintaining the electronic database about persons who underwent special training;

perform scientific and methodical and information support of educational process;

coordinate work of the centers of special training and bodies, authorized to carry out examination, and exercise control of training and examination according to the procedure, the Ministry of Infrastructure established according to the competence and the Ministry of Internal Affairs;

5. Centers of special training:

develop on the basis of standard programs and thematic plans of special training and provide their accomplishment;

perform material logistics of educational process;

implement the current technologies of training in practice;

perform selection of teachers of necessary qualification;

record study.

6. Bodies, authorized to carry out examination:

implement the current technologies in verification process of knowledge;

Create examination cards of the tasks which are part of the approved tests;

carry out examination by examination by workers;

grant the certificate (certificate);

record persons to whom the certificate (certificate) is granted.

7. Financing of the expenses connected with the direction and passing of special training is performed by the subject of transportation of dangerous goods.
