About approval of the Instruction about conditions and procedure for material stimulation, rendering financial support and allowance payment on improvement to the workers who do not have special ranks of the private and the commanding structure

Based on the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756 "About some questions of the Ministry of Emergency Situations" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about conditions and procedure for material stimulation, rendering financial support and allowance payment on improvement to the workers who do not have special ranks of the private and the commanding structure.

2. Recognize invalid:

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of February 25, 2003 No. 18 "About approval of the Regulations on material stimulation and financial support" (The national register of legal acts of the Republic of Belarus, 2003, No. 31, 8/9220);

the resolution of Committee on material reserves under Council of Ministers of the Republic of Belarus of June 30, 2003 No. 22 "About approval of the Instruction about material stimulation of leading employees of organizations of Committee on material reserves under Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2003, No. 80, 8/9766);

the resolution of Committee on material reserves under Council of Ministers of the Republic of Belarus of December 9, 2005 No. 24 "About modification and amendments in the Instruction about material stimulation of leading employees of organizations of Committee on material reserves under Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2006, No. 5, 8/13608).

The instruction about conditions and procedure for material stimulation, rendering financial support and allowance payment on improvement to the workers who do not have special ranks of the private and the commanding structure

Chapter 1. General provisions

1. The instruction about conditions and procedure for material stimulation, rendering financial support and allowance payment on improvement to the workers who do not have special ranks of the private and the commanding structure (further - the Instruction), is accepted for the purpose of stimulation of the workers of system of the Ministry of Emergency Situations of the Republic of Belarus (further - the Ministry of Emergency Situations) who do not have special ranks of the private and the commanding structure of bodies and divisions for emergency situations, except employees of the unitary enterprises, in achievement of good results of work, strengthening of direct dependence of the salary on resulting effects of work and determines procedure and conditions of their material stimulation, rendering financial support and allowance payment on improvement.

2. Material stimulation of workers is performed in the form of awarding and establishment of allowances.

Awarding of workers includes:

current awarding;

one-time encouragement;

awarding due to excess of the income over expenses (profit) on rendering paid services;

awarding from the means equated to budget financing;

awarding for collection and delivery of scrap and the waste containing precious metals.

Awarding of workers for collection and delivery in the State fund of precious metals and gemstones of the Republic of Belarus of scrap and the waste containing precious metals is performed according to the resolution of the Ministry of Finance of the Republic of Belarus of March 18, 2004 No. 36 "About approval of the Instruction about procedure for awarding of employees of the organizations financed from the budget for collection and delivery in the State fund of precious metals and gemstones of the Republic of Belarus of scrap and the waste containing precious metals" (The national register of legal acts of the Republic of Belarus, 2004, No. 55, 8/10733).

Chapter 2. Current awarding, one-time encouragement

3. The current awarding (payment of award following the results of work in month) and one-time encouragement (rewarding with valuable present or money) of workers (except government employees) is made by fund of awarding and economy on the salary fund.

The fund of awarding is formed of the funds allocated from the budget and other sources of financing for these purposes according to the operating work payment terms.

The money formed due to economy on fund of awarding and salary fund goes for one-time encouragement of the called workers.

Calculation of the economy for salary fund of workers directed to awarding is made according to the procedure, established by the Ministry of Finance of the Republic of Belarus.

4. Awarding of government employees of system of the Ministry of Emergency Situations is made in the form of one-time encouragement, allocating for these purposes the funds allocated from the budget, other sources of financing according to the Ministries of Emergency Situations operating in bodies, divisions and the organizations of system (further - bodies (divisions) and the organizations) payment terms of work of the called persons, and economy on the salary fund.

5. Awards to workers are paid according to their personal deposit in general results of work.

6. The added and paid awards in connection with change of payment terms of work are not subject to recalculation.

7. If in the month following reporting there was change of official pay rate (salary, rate), rates of the first category of the Single scale of charges of workers of the Republic of Belarus (further - the tariff charge of the first category), calculation of the amount of award is made proceeding from the new sizes.

8. The current award is paid in case of:

8.1. fair and high-quality accomplishment by the worker of job responsibilities, timely and full implementation of work plans, programs, tasks, orders and orders of immediate superiors;

8.2. strict observance by the worker of requirements of labor protection, labor and production discipline.

9. Payment of the current award is made monthly in the month following for reporting. The amount of the current awarding is provided by the operating work payment terms, collective agreements of the organizations.

10. Charge of the current award to the workers who worked incomplete month (in case of employment, temporary disability, stay on leave, in case of dismissal from work, except for dismissals on the bases provided by subitem 11.2 of Item 11 of this Instruction), is made for actually worked time.
