The basis for realization of cotton products is agreements and contracts signed by Glavkhlopkoprom on delivery of cotton products to consumers of the republic and beyond its limits according to the quotas approved by the Government of the Republic of Tajikistan.
Based on the signed agreements and contracts Glavkhlopkoprom issues cotton-processing to associations. to the plants and bases on Sale of cotton products, taking into account resources one-time, monthly and quarter job specifications on delivery of cotton products. The cotton-processing plants and hlopkoobjedineniye on receipt of job specifications are developed and represent to Glavkhlopkoprom monthly and quarter shipping schedules of cotton products.
For the purpose of non-admission of failure to meet time constraints of deliveries, idle times of rail cars and payment of penalties the job specifications issued by Glavkhlopkoprom to the companies of the cotton-processing industry are subject to strict execution.
Responsibility for execution of shipping schedules according to the issued job specifications of Glakhlopkoprom is born by directors of the cotton-processing plants, associations and bases of Sale of cotton products.
Calculations on the sold cotton products between Glavkhlopkoprom and consumers it is performed through settlement center of Glavkhlopkoprom in the following procedure:
taking into account conditions of the signed contracts and agreements, according to assortment, quantity and delivery dates, consumers of cotton products perform advance payment in currency (except for intra republican deliveries) on Glavkhlopkoprom transit account in GAKB "Tadzhikvneshekonombank";
GAKB "Tadzhikvneshekonombank" on the bases of orders of Glavkhlopkoprom from its transit account makes calculations for transportation, forwarding, insurance and to other costs connected with realization of cotton products. At the same time one copy of the copy of settlement and payment documents goes to the Ministry of Finance of the Republic of Tajikistan;
Glavkhlopkoprom, 90 percent net of currency earnings, in three-day time enlists in Republican currency fund, the rest net of currency earnings is used on development of material and technical resources of cotton-processing industry;
in case of delay of transfer of the currency earnings which is subject to transfer in Republican currency fund more than for three days of GAKB "Tadzhikvneshekonombank" makes its transfer from Glavkhlopkoprom transit account in indisputable procedure;
upon completion of shipment of cotton products according to the issued job specifications cotton-processing associations, the plants and vases on sale of cotton products submit within five-day term to settlement center of Glavkhlopkoprom shipment documents and invoices for payment;
Glavkhlopkoprom in case of receipt of ruble covering for the currency transferred in Republican currency fund in two-day time performs transfer of the specified funds for the settlement account of the supplier (consignor);
the sales expenses connected with transportation of cotton products (except for intra republican deliveries) are paid with settlement center of Glavkhlopkoprom for the prices, the existing price lists. Calculations for the sold products the cotton-processing plants of the Leninabad region (except intra republican deliveries) it is performed through Hodzhentsky branch of GAKB "Tadzhikvneshekonombank", with submission of the copy of shipment documents and invoices for payment, to the specified bank;
calculations for cotton products taking into account conditions of the signed agreements of Goskomkontrakttorg performs payment to Glavkhlopkoprom in the operating currency of the Republic of Tajikistan.
