About enhancement of education system in the Azerbaijan Republic

In the independent Azerbaijan Republic large-scale reforms in the field of education are performed. The solution of the questions following from the program of reforms approved by the Order of the President of the Azerbaijan Republic of June 15, 1999 including establishment of the new principles in management of education, reduction of education in compliance with the international standards carrying out in its content of radical high-quality restructurings pushes enhancement of education system as task.

For the purpose of complete providing in Azerbaijan the right of citizens to education, I decide realization of provisions of the concept of national education, acceleration of the reforms undertaken in education system, enhancements of the controling mechanism, ensuring preparation and retraining of pedagogical personnel up-to-date of increase in efficiency of use of material and personnel potential in education:

1. Determine that educational and methodical management of all educational institutions functioning in the Azerbaijan Republic irrespective of pattern of ownership and subordination, control of quality of educational and educational process is exercised by the Ministry of science and education of the Azerbaijan Republic.

2. 4. Liquidate branches of the state highest and average special educational institutions.

5. Exclude names of persons from names of the institutions functioning in the Azerbaijan Republic state the highest and average special educational.

6. Determine that the Azerbaijani medical university, the Azerbaijani state oil academy and the Azerbaijani agricultural academy function on the basis of the principle of self-government, and their financing is given separately by preparation of the draft of the government budget of the Azerbaijan Republic.

7. Based on the Azerbaijani state economic institute, the Baku institute of merchandizing and commerce to create the Azerbaijani state economic university.

Considering need of enhancement of work on preparation for the country of specialists of economic profile, to recommend to Azerittifagu to consider and resolve issue of future activities of the Azerbaijani institute of cooperation and change of profile of the Baku cooperative technical school together with the Ministry of Education of the Azerbaijan Republic.

8. Found the Azerbaijani art academy based on faculties of profile of the fine arts of the Azerbaijani university of culture and art and the Azerbaijani state art technical school. Create functioning under the College of Art academy.

9. Found the Azerbaijani national conservatory based on specialties of profile of folk music of the Baku musical academy and Azerbaijani state musical technical school. Create the Musical college functioning under conservatory.

10. For the purpose of preparation of pedagogical personnel for preschool educational institutions and comprehensive schools, and also providing additional education of teachers based on the Azerbaijani leading research institute of advanced training and retraining of pedagogical personnel to create the Azerbaijani teacher's institute. 13. Create "The Azerbaijani university of languages" with expansion of profile of the Azerbaijani state institute of languages.

14. Create "The Ganja state university" with expansion of profile of the Ganja state teacher training college.

15. Create "The Azerbaijani technological university" with expansion of profile of the Azerbaijani institute of technology.

16. Rename the Azerbaijani construction university into "The Azerbaijani university of architecture and construction".

17. Rename Institute of problems of formation of the Azerbaijan Republic into Institute of formation of the Azerbaijan Republic.

18. For the purpose of application when training modern information technologies, audio-video records, implementation of the remote training methods conforming to requirements of day of other training methods and education to create the self-supporting center of technologies of training under the Ministry of Education.

19. To the Cabinet of Ministers of the Azerbaijan Republic together with the Ministry of science and education of the Azerbaijan Republic and other relevant organs:

* in two-month time to develop and approve the mechanism of certification of teachers meeting the modern requirements;

* in a month to develop and approve the controling mechanism corresponding to new conditions in education system, including the documents regulating activities of educational institutions on the basis of self-government;
