1. Give to Organization of education "Institute of retraining and advanced training of the Ministry of Emergency Situations of the Republic of Belarus" the status of the basic organization of gosudarstvuchastnik of the Commonwealth of Independent States for personnel training in the field of the prevention and liquidation of emergency situations.

2. Approve Regulations on the basic organization of gosudarstvuchastnik of the Commonwealth of Independent States for personnel training in the field of the prevention and liquidation of emergency situations it (is applied).

3. This Decision becomes effective from signature date.

It is made in the city of Yalta on May 25, 2007 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Regulations on the basic organization of the State Parties of the Commonwealth of Independent States for personnel training in the field of the prevention and liquidation of emergency situations

I. General provisions

1. The basic organization of the State Parties of the Commonwealth of Independent States for personnel training in the field of the prevention and liquidation of emergency situations (further - the Basic organization) is created for the purpose of:

developments of cooperation in the field of education and forming of single approach to the organization of training of specialists in the field of the prevention and liquidation of emergency situations;

implementation in accordance with the established procedure personnel trainings, preparation, retraining and advanced training of specialists in the field of the prevention and liquidation of emergency situations;

uses of opportunities modern educational and material and technical resources in the organization of training.

2. The status of the Basic organization is given to Organization of education "Institute of retraining and advanced training of the Ministry of Emergency Situations of the Republic of Belarus" (further - IPPK Ministry of Emergency Situations of Belarus).

3. In the activities the Basic organization is guided by the Charter of the Commonwealth of Independent States, decisions of Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States, Interstate council on emergency situations of natural and technogenic nature, the international treaties in the field of the prevention and liquidation of emergency situations accepted within the Commonwealth and also this Provision.

4. The basic organization performs the activities in interaction with Interstate council on emergency situations of natural and technogenic nature, Executive committee of the CIS, governing bodies in the field of the prevention and liquidation of emergency situations of the State Parties of the CIS and annually informs them on the activities.

II. Activities

The main activities of the Basic organization are:

training, preparation, retraining and advanced training of personnel in "The prevention and liquidation of emergency situations";

development, approbation and distribution of educational and methodical and research materials in the field of the prevention and liquidation of emergency situations;

development of cooperation of organizations of education and research organizations;

the organization of innovative activities for the most urgent problems of personnel training, preparation, retraining and advanced training of specialists in the field of protection of the population and the territories against emergency situations;

organization and carrying out research works;

holding joint trainings and doctrines of the Case of forces of the Commonwealth of Independent States for mitigation of consequences of emergency situations of natural and technogenic nature;

the organization and holding the international conferences, other actions for the urgent problems solved by the Basic organization.

III. Main functions

The main functions of the Basic organization are:

personnel training, preparation, retraining and advanced training of specialists in the field of the prevention and liquidation of emergency situations on the basis of technologies of modeling of dangerous factors of emergency situations for the purpose of forming of psychological and physical stability, skills for work in extreme situations;

development of innovative pedagogical technologies and techniques of personnel training, preparation, retraining and advanced training of specialists in the field of the prevention and liquidation of emergency situations;

implementation in educational process of the new techniques directed to increase in learning efficiency of rescuers to actions in emergency situations.
