The Cabinet of Ministers of Ukraine decides:
1. Approve the Program of reforming (restructuring) and development of space industry for the period till 2008 which is applied.
2. To national space agency to inform annually till February 20 the Cabinet of Ministers of Ukraine on the course of accomplishment of the Program approved by this resolution.

This Program is developed for the purpose of the realization of provisions of the Concept of structural adjustment and innovative development of the space industry approved by the Presidential decree of Ukraine of February 6, 2001 N73 "About Measures for Use of Space Technologies for Innovative Development of Economy of the State" and taking into account separate provisions of the Concept of structural adjustment of defense industry complex of Ukraine, approved by the Presidential decree of Ukraine of March 5, 2002 N 219, of the State program of development of the industry for 2003-2011, approved by the resolution of the Cabinet of Ministers of Ukraine of July 28, 2003 N 1174, of the State program of reforming and development of defense industry complex approved by the resolution of the Cabinet of Ministers of Ukraine of March 31, 2004 N423.
In the Program tasks and ways of reforming (restructuring) of space industry for the medium term for the purpose of ensuring realization of the main directions of its development, transformation to highly effective scientific and technology and industrial complex are determined.
The space industry considerably determines long-term economic development of the state, renders assistance to development and deployment of high technologies, provides increase in scientific and technology level of other industries of economy. Structural adjustment of space industry is one of priorities of the state industrial policy, implementer of innovative strategy of economic growth, approval of Ukraine as high-tech state.
The scientific and technical level of development of space industry answers current world trends which are provided with availability of modern production, technology and multi-profile experimental base, unique objects of land space infrastructure, and also the developed scientific, laboratory and research and design base.
Ukraine treats the five of the countries of the world which are capable effectively, at world level to solve important scientific and production problems in the field of the space industry, communication, broadcasting, television, agricultural industry, melioration, land use, topography, geological investigation, fishery, ecology, meteorology, navigation and etc.
Use in industry of modern space means and first of all space communication systems, observation, investigation, management, radio-electronic fight renders assistance to increase in homeland security and defense capability of the state.
The program supposes forming on a new basis of complex of the companies capable to function effectively in the conditions of market economy, and also development of number of regulatory legal acts which provide process of structural adjustment, innovative development and implementation of space technologies, according to the Interdepartmental program of implementation of space technologies in creation and production of high-tech civil products for requirements of the domestic market and for export for 2001-2005, Ukraine approved by the resolution of the Cabinet of Ministers of June 27, 2001 to N740.
