About approval of the Procedure for use of the means provided in the government budget for development of vinogradstvo, gardening and hop-growing

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of the means provided in the government budget for development of wine growing, gardening and hop-growing which is attached.

2. Recognize lost action:

the resolution of the Cabinet of Ministers of Ukraine of June 29, 1999 No. 1170 "About approval of the Procedure for collection of collection and use of funds for development of wine growing, gardening and hop-growing" (The Official Bulletin of Ukraine, 1999, No. 26, the Art. 1243);

the resolution of the Cabinet of Ministers of Ukraine of November 25, 1999 No. 2152 "About modification of the Procedure for collection of collection and use of funds for development of wine growing, gardening and hop-growing" (The Official Bulletin of Ukraine, 1999, No. 48, the Art. 2355).

Procedure for use of the means provided in the government budget for development of wine growing, gardening and hop-growing

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "State Support of Development of Hop-growing, Laying of Young Gardens, Vineyards and Berry-pickers and Supervision of Them" program (further - budgetary funds).

3. The main manager of budgetary funds and the executive in charge of the budget program is the Ministry of Economics.

To 5 percent of the budgetary funds provided on development of wine growing, gardening and hop-growing go for financing of expenses on carrying out scientific and technical researches and implementation of developments in the specified industries, on financing of the expenses connected with strengthening of materialnotekhnichesky base of industry scientific institutions and their pilot farms, and also the expenses connected with participation of Ukraine in scientific and practical work of the International organization of wine growing and winemaking according to the procedure, certain Ministry of Economics.

5. Budgetary funds are provided to subjects of managing which are engaged in wine growing, gardening and hop-growing (further - subjects of managing), for partial compensation of cost (without tax amounts on value added) constructions, the acquired fixed assets and goods, the performed works and the received services current budget year (further - compensation of costs) in the following directions:

1) work on laying of plantings, care of them to the introduction in fructification (project works, preparation of the soil and landing, care of plantings, lane construction, establishment of systems of drop irrigation) and acquisition of the materials necessary for carrying out such works, - within the approved Ministries of Economics of norms of expenses on 1 hectare which are determined taking into account zone of laying of plantings, the scheme of landings and other technological features, and also expenses on accomplishment of the corresponding works;

2) acquisition of landing material of fruit and berry cultures, grapes and hop (to 80 percent of the expenses made current and last fiscal years without tax amounts on value added), but no more established Ministries of Economics of standard rates on condition of seal of plantings in the current year;

6) construction of refrigerators with controlled gas environment and reservoir from 500 tons for storage of table grades of grapes and self-produced fruits (further - refrigerators), acquisition of lines of commodity processing of fruits - within the established Ministries of Economics of standard rates;

7) construction pitomnichesky farms of laboratory complexes for production of virus-free landing material (daleelaboratorny complex) and within the established Ministries of Economics of standard rates - object for freezing of fruit and berry products by producers of such products;

8) acquisition of mechanisms and the equipment (including import production which is not made in Ukraine) for carrying out technological transactions in wine growing, gardening and hop-growing and the new equipment for drying of fruit; upgrades of the refrigerating and gas modes of storage in the reconstructed refrigerators in reservoir from 500 tons (on condition of self-produced table grades of grapes and fruits in amount, not smaller reservoirs of such refrigerator) according to certain Ministry of Economics to the list.

For consideration of the applications about compensation and the documents filed by subjects of managing, the solution of other questions concerning payment of compensation for the account of budgetary funds of Ministry of Economics forms the commission in the procedure established by it. The commissions on the specified questions form also the Ministry of Agricultural Policy and Food of the Autonomous Republic of Crimea, regional, district, Sevastopol city the state administrations, representatives according to the Ministry of Agricultural Policy and Food of the Autonomous Republic of Crimea, structural divisions concerning agro-industrial development of regional, structural divisions concerning agro-industrial development district and managements of the industry, development of infrastructure and agro-industrial complex of the Sevastopol city state administration, the relevant financial bodies, bodies of Gosauditsluzhby and representatives of the relevant public organizations with the right of advisory vote surely are their part.
