Based on article 11 of the Law of the Republic of Belarus of May 10, 1999 "About pricing", according to the resolution of Council of Ministers of the Republic of Belarus of September 29, 2007 No. 1233 "About features of pricing on flax production products", for the purpose of streamlining of questions of pricing on flax production products the Ministry of Economics of the Republic of Belarus and the Ministry of Agriculture and Food of the Republic of Belarus POSTANOVLYAYUT:
1. Approve the enclosed Instruction about procedure for pricing on flax stock and flax fiber.
2. This resolution becomes effective after its official publication.

1. The instruction about procedure for pricing on flax stock and flax fiber is developed in pursuance of the resolution of Council of Ministers of the Republic of Belarus of September 29, 2007 No. 1233 "About features of pricing on flax production products" (The national register of legal acts of the Republic of Belarus, 2007, No. 238, 5/25858) and extends on all legal entities and the individual entrepreneurs who are engaged in production and realization of flax stock and flax fiber, and also purchase of the specified products in the territory of the Republic of Belarus.
3. The Ministry of Agriculture and Food of the Republic of Belarus establishes the recommended level of purchase prices on flax stock number 0,75 above proceeding from planned costs (cost) for production, all types of the established taxes and non-tax payments according to the tax and budget legislation, the profit determined taking into account limit of profitability at the rate to 30 percent to cost. On flax stock below purchase prices are established by number 0,5 by agreement of the parties.
4. In case of reasons for planned production costs of flax stock normative and forecast cost on hectare of acreage of flax-dolguntsa proceeding from the established standard rates of use of seeds, mineral and organic fertilizers, remedies of plants, weighted average prices of acquisition of purchased materials and costs of own reasonable overheads is calculated. Total costs on production of flax-dolguntsa are distributed on lnosemen and lnosoly in proportion to reporting cost data on their production for prior year. Proceeding from the expected productivity normative and forecast cost of 1 ton lnosemyan and 1 tons of flax stock is calculated. Planned production costs of 1 ton of flax stock are determined proceeding from planned production costs of lnosoloma with addition of costs for it raised, rise trusts, its collection and accomplishment of other works.
5. Selling prices on flax fiber are determined by flax-processing plants in coordination with buyers proceeding from planned costs (cost) for production, all types of the established taxes and non-tax payments according to the tax and budget legislation, the profit determined taking into account limit of profitability at the rate to 15 percent to cost.
6. Selling prices on the flax fiber realized for republican state needs are determined by flax-processing plants according to Item 5 of this Instruction, and also taking into account subsidies and the level of selling prices recommended by the Ministry of Agriculture and Food of the Republic of Belarus.
7. The planned production costs included in purchase prices on flax stock and selling prices on flax fiber are calculated according to Basic provisions on structure of the costs included in product cost (works, services), approved by the resolution of the Ministry of Economics of the Republic of Belarus, the Ministry of Finance of the Republic of Belarus and the Ministry of Labour and Social Protection of the Republic of Belarus of October 30, 2008 No. 210/161/151 (The national register of legal acts of the Republic of Belarus, 2009 No. 28, 8/20374).
8. Selling prices on the flax fiber realized to export and sorting bases are determined by flax-processing plants by agreement with export and sorting bases proceeding from the developing prices for flax fiber in the foreign market, product qualities, taking into account financial condition of flax-processing plants, but not below selling prices on the flax fiber realized according to the state order. Level of selling prices on the flax fiber delivered to other consumers is determined proceeding from the developing market situation.
