About fire safety
This Law determines the legal basis and the principles of the organization of system of fire safety and the state fire supervision in the Republic of Belarus operating for the purpose of protection against the fires of life and human health, national property, all types of property and economy of the Republic of Belarus.
The system of fire safety in the Republic of Belarus consists of complex of economic, social, organizational, scientific and technical and legal measures, and also forces and the funds allocated for the prevention and suppression of the fires.
The relations in the field of ensuring fire safety are governed by this Law, acts of the President of the Republic of Belarus, other acts of the legislation (further - the legislation on fire safety), the international treaties of the Republic of Belarus, technical regulations of the Customs union, Eurasian Economic Union and other international legal acts containing obligations of the Republic of Belarus (further if other is not established, - the international acts).
If the international treaty of the Republic of Belarus establishes other rules, than those which are provided by this Law then are applied rules of the international treaty.
Public administration in the field of ensuring fire safety is exercised of the President of the Republic of Belarus, Council of Ministers of the Republic of Belarus, the Ministry of Emergency Situations, local councils of deputies, executive and administrative organs.
The state supervision in the field of ensuring fire safety includes:
1) state fire supervision;
2) supervision of compliance with law when implementing activities for ensuring fire safety;
3) the state supervision of observance of requirements of technical regulations of the Customs union, Eurasian Economic Union in the field of fire safety.
The state supervision in the field of ensuring fire safety is exercised by bodies of the state fire supervision.
Actions for ensuring fire safety, development and enhancement of material and technical resources of bodies and divisions for emergency situations are provided by programs of social and economic development of the Republic of Belarus and administrative and territorial units, and also decisions of state bodies, subordinate (accountable) to the President of the Republic of Belarus, the republican state bodies subordinated to Council of Ministers of the Republic of Belarus (further if other is not established, – state bodies), other organizations.
Funds for financing of these actions are provided in the relevant budgets.

Scientific and technical ensuring fire safety is performed through the coordinating body created under the Ministry of Emergency Situations.
The system of fire-proof regulation and standardization is formed by the requirements for ensuring fire safety containing in regulatory legal acts (their structural elements), including technical regulatory legal acts (their structural elements), and the international acts (their structural elements), obligatory for observance.
