About industrial safety of hazardous production facilities

This Law determines legal, economic and social basis of ensuring safe operation of hazardous production facilities and is directed to the prevention of accidents on hazardous production facilities and ensuring readiness of the organizations operating hazardous production facilities, to localization and mitigation of consequences of the specified accidents.
Provisions of this Law extend to all organizations irrespective of their forms of business and patterns of ownership performing activities in the field of industrial safety of hazardous production facilities in the territory of the Republic of Belarus.
In this Law the following basic concepts and their determinations are applied:
industrial safety of hazardous production facilities (further, unless otherwise specified, - industrial safety) - condition of security of the vital interests of the personality and society from accidents on hazardous production facilities and effects of the specified accidents;
accident - destruction of the constructions and (or) technical devices used on hazardous production facility, uncontrollable explosion and (or) emission of dangerous substances;
incident - refusal or damage of the technical devices used on hazardous production facility, variation from the mode of engineering procedure, violation of provisions of this Law and other acts of the legislation of the Republic of Belarus, including the technical regulatory legal acts establishing rules of conducting works on hazardous production facility;
the technical device - detail (element), node (payment, the block), the aggregate (rack), the mechanism, the machine in general, system of machines, used in productive activity.
Hazardous production facilities according to this Law are workshops, sites, platforms, and also other production facilities specified in appendix 1 to this Law.
Hazardous production facilities are subject to registration in the state register according to the procedure determined by the body authorized by the President of the Republic of Belarus.
Requirements of industrial safety - conditions, prohibitions, restrictions and other requirements, obligatory for observance, containing in this Law, other regulatory legal acts in the field of industrial safety including technical regulatory legal acts which observance ensures industrial safety.
This Law governs the relations connected with ensuring industrial safety of hazardous production facilities in case of their designing, construction, acceptance for operation, operation and conclusion from operation and other relations in the field of industrial safety.
The relations connected with ensuring industrial safety of subjects to use of atomic energy, not settled by the legislation in the field of use of atomic energy are regulated by this Law and other acts of the legislation of the Republic of Belarus.
