The agreement on procedure for financial, technical and logistic support of activities and personnel of Collective forces on peacekeeping in the Commonwealth of Independent States

The State Parties of this agreement (further - the Parties),

being guided by the purposes, the principles and provisions of Articles of organization of the United Nations, the Charter of the Commonwealth of Independent States, the Concept of prevention and settlement of the conflicts in the territory of the State Parties of the Commonwealth of Independent States accepted by the Decision of Council of heads of states of the Commonwealth of Independent States of January 19, 1996, the Regulations on Collective forces on peacekeeping in the Commonwealth of Independent States approved by the Decision of Council of heads of states of the Commonwealth of Independent States of January 19, 1996, the Protocol on completing, structure, material and financial provision of Group of military observers and Collective forces on peacekeeping in the Commonwealth of Independent States of May 15, 1992

recognizing cooperation in the field of prevention and settlement of the conflicts as one of the major factors in defense of peace and stability in the State Parties of the Commonwealth and confirming the readiness for practical cooperation in the field of peacemaking,

aiming to establish procedure for financial, technical and logistic support of activities and personnel of Collective forces on peacekeeping in the Commonwealth of Independent States (further - KSPM) when carrying out peace support operations in the territories of the State Parties of the Commonwealth of Independent States (further - the CIS),

agreed as follows:

Article 1

For the purposes of this agreement the used terms mean the following:

technical and logistic support of activities and personnel the Kspmkompleks of the actions directed to maintenance of KSPM in alert, creating favorable conditions for accomplishment of objectives by them on purpose, including: movement and placement of parts and organizations of the back and technical supply; operation, evacuation and repair of arms and military equipment; material, transport, engineering and airfield, airfield and technical, medical, trade and household security, technical supply on logistics;

financial provision of activities and personnel of KSPM - complex of the events held for the purpose of timely and complete ensuring need of troops (forces) for money which includes: financial planning and financing; obtaining, storage, economical and reasonable expenditure of money; financial control; accounting and reporting;

the host party - the state in the territory of which peace support operation is performed (further - OPM);

the sending party - the state which allocated the contingent in structure of KSPM;

settlement and supplying units - the conventional units applied in case of determination of security of troops (forces) with appliances, the need for them and calculation of consumption rates;

personnel of KSPM - military, police (militia) and civil personnel of which KSPM are created;

personal estate of personnel of KSPM - the regular (organic) military and technical property which is property of the sending party, all types of arms, military equipment, the transport and other material means necessary for functioning of personnel of KSPM;

real estate (real estate objects) - the parcels of land and barracks and premises, utility constructions, the military companies (organizations), access railway tracks, airfields, training centers and polygons, stationary control centers and communication centers, stationary means of radio engineering and navigation providing and other infrastructure facilities which are property of the host party and being from its consent in temporary use of personnel of KSPM located on them.

Article 2

Financing of activities and personnel of KSPM is performed by sending parties based on the decision of the Parties of this agreement and the mandate on carrying out OPM within the financial resources which are annually provided in national budgets on the answering purpose.

For financing of activities and personnel of KSPM means of other State Parties of the Commonwealth which are taking part in OPM in other form and also the means which arrived from the international organizations can be also used.

Article 3

Financial provision of activities and personnel of KSPM is performed on the regulations approved by the relevant decision of the Parties of this agreement.

Article 4

Planning of expenses on the next period of activities of KSPM and carrying out OPM is made by the Joint command of KSPM.

Projects of expense budgets on ensuring activities and personnel of KSPM are submited in the governments of the states participating in OPM, for the subsequent approval according to the procedure, established by the legislation of these states.

Article 5

Settlement accounts in the national (national) bank of the host party in national currency of the state of stay or freely convertible currency are opened for the joint command of KSPM based on the decision of the Parties on forming of KSPM for financial provision of activities and personnel of KSPM.

Article 6

The commander of KSPM is responsible for distribution and target expenditure of the funds allocated for ensuring activities and personnel of KSPM and performs management of financial activities through the financial body subordinated to it.

The commander of KSPM submits annual and quarterly reports, and also other reporting documents following the results of the termination OPM on use of money under the relevant articles of expense budgets to the states financing OPM.

The current control of target use of the funds allocated for ensuring activities and personnel of KSPM is performed according to the decision of the Parties of this agreement.

Audit of financial and economic activities and the Joint command of KSPM is carried out by the commission from among representatives of the states which are taking part in OPM, at least once a year and also after the mandate on carrying out OPM, when changing the Commander of KSPM and in other cases according to the decision of the Parties of this agreement.

Article 7

For coordination of financial, technical and logistic support of activities and personnel of KSPM by preparation and carrying out OPM in the Ministries of Defence of guides and accepting the Parties the temporary task forces solving problems are created according to the solution of heads of governments:

assistance in plan development by providing types;

developments and approvals of questions of interaction by types of technical and logistic support of activities and personnel of KSPM;

control of timely decision making and accomplishment by subordinate parts and divisions of tasks of ensuring activities of national peacekeeping forces as a part of KSPM;
