About additional measures for counteraction to drug trafficking, psychotropic substances and their precursors

For the purpose of enhancement of public administration in the field of counteraction to drug trafficking, psychotropic substances and their precursors I decide:

1. Form the State Anti-Drug Committee (further - Committee) for coordination of activities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies of municipalities on counteraction to drug trafficking, psychotropic substances and their precursors, and also for implementation of monitoring and development evaluation of drug abuse situation in the Russian Federation.

2. Determine that the chairman of the State Anti-Drug Committee (further - the chairman of Committee) on position is the Minister of Internal Affairs of the Russian Federation.

3. Form the counter-narcotics commissions in subjects of the Russian Federation for coordination of activities of territorial authorities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies of municipalities on counteraction to drug trafficking, psychotropic substances and their precursors, and also for implementation of monitoring and development evaluation of drug abuse situation in the subject of the Russian Federation

Heads of the counter-narcotics commissions in subjects of the Russian Federation on position are management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation.

4. Approve enclosed:

a) Regulations on the State Anti-Drug Committee;

b) structure of the State Anti-Drug Committee on positions;

c) Regulations on the counter-narcotics commission in the subject of the Russian Federation;

d) structure of the counter-narcotics commission in the subject of the Russian Federation on positions.

5.1. Organizational and material logistics of activities of Committee is performed by the Ministry of Internal Affairs of the Russian Federation.

6. Determine that:

8. To the chairman of Committee:

a) in a month to approve staff of Committee;

b) in 2-month time to approve regulations on committee administration;

c) in 3-month time to approve regulations of Committee and regulations of the counter-narcotics commission in the subject of the Russian Federation.

9. To the government of the Russian Federation:

a) to submit offers on reduction of acts of the President of the Russian Federation in compliance with this Decree within 2-month term;

b) in 3-month time to solve in accordance with the established procedure the financial, material and other questions connected with implementation of this Decree;

c) bring the acts into accord with this Decree.

10. Provide to the Director of the Federal Drug Control Service of the Russian Federation within the established competence of the offer on reduction of acts of the President of the Russian Federation to compliance with this Decree.

11. This Decree becomes effective from the date of its signing.

Regulations on  the State Anti-Drug Committee

1. The State Anti-Drug Committee (further - Committee) is the body providing coordination of activities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies of municipalities on counteraction to drug trafficking, psychotropic substances and their precursors, performing monitoring and development evaluation of drug abuse situation in the Russian Federation and also preparation of relevant proposals to the President of the Russian Federation.

2. The committee in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation, and also this Provision.

and. 1) preparation of annual reports on drug abuse situation in the Russian Federation and representation to their President of the Russian Federation no later than the second quarter of the year following reporting;

b) coordination of activities of federal executive bodies and the counter-narcotics commissions in subjects of the Russian Federation on counteraction to drug trafficking, psychotropic substances and their precursors, and also the organization of their interaction with executive bodies of subjects of the Russian Federation, local government bodies of municipalities, public associations and the organizations;

. 1) development of concepts, strategy, plans and other documents of strategic planning in the field of counteraction to drug trafficking, psychotropic substances and their precursors;

c) development of the measures directed to counteraction to drug trafficking, psychotropic substances and their precursors including on prevention of this turnover, and also on increase in efficiency of implementation of state programs of the Russian Federation in this area;
