About physical culture and sport
This Law determines legal and economic basis of activities in the field of physical culture and sport, is directed to creation of conditions for development of sports and improving and sports and mass work, and also holding sporting events in the Republic of Belarus and participations of athletes (teams of athletes) of the Republic of Belarus in the international sports competitions.
In this Law the following main terms are used:
physical culture - component of general culture, the sphere of welfare activities representing set of the cultural and material values created and used by society for the purpose of physical development of the person, enhancement of its physical activity, directed to strengthening of his health and promoting harmonious development of the personality;
sport - the welfare activities performed in the form of competitions and preparation for participation in competitions;
physical training - part of the educational process aimed at the development of physical capabilities and acquisition of knowledge in the field of physical culture and sport, forming of movement skills;
physical training - the activities aimed at the development of physical capabilities and movement skills taking into account the type of activity prepared;
the Olympic Movement of Belarus - component of the international Olympic Movement which purpose are promotion of the ideas of Olympism, development of sport and strengthening international cooperation;
Paralympic movement of Belarus - component of the international Paralympic movement which purpose is strengthening of the international sports cooperation of disabled athletes;
the athlete - the physical person who is systematically engaged in the chosen type (types) of sport, participating in sports competitions;
collective of physical culture - the voluntary consolidation of citizens without formation of legal entity created in the organizations for preparation for sports competitions and participation in them;
sporting events - sports competitions and preparation for them;
sports constructions - the objects intended for training by physical culture and sport.
1. The legislation of the Republic of Belarus on physical culture and sport is based on the Constitution of the Republic of Belarus and consists of this Law and other acts of the legislation of the Republic of Belarus.
2. If the become effective international treaty of the Republic of Belarus establishes other rules, than those which contain in this Law then are applied regulations of the international treaty.
State policy in the field of physical culture and sport provides:
involvement of citizens in occupations physical culture and sport;
accounting of interests of citizens in case of development and implementation of the state and local development programs of physical culture and sport;
support of physical culture and sport;
interaction of state bodies with National Olympic Committee of the Republic of Belarus, Paralympic committee of the Republic of Belarus, national federations (the unions, associations) by the form (types) of sport, other organizations of physical culture and sport.
1. The state support of physical culture and sport is performed according to the state and local development programs of physical culture and sport.
2. State programs of development of physical culture and sport affirm the Government of the Republic of Belarus, local development programs of physical culture and sport - local executive and administrative organs. The specified programs are adopted for four years at least.
