This Law determines legal, economic and organizational basis of regulation of the relations in the field of the main pipeline transport used for transportation of liquid or gaseous hydrocarbons (further if other is not determined, - products), and is aimed at providing effective, reliable and safe operation of trunk gas pipelines, oil pipelines and oil pipelines.

Chapter 1. General provisions

Article 1. The terms used in this Law and their determinations

For the purposes of this Law the following terms and their determinations are used:

commissioning of object of the main pipeline - the event which is documentary drawn up by the owner of the main pipeline fixing the beginning of use of object of the main pipeline to destination;

conclusion from operation of object of the main pipeline - the event which is documentary drawn up by the owner of the main pipeline fixing the temporary or permanent termination of operation of object of the main pipeline;

preservation of object of the main pipeline or its part (further - preservation) - accomplishment of complex of actions for ensuring preserving object of the main pipeline or its part in operating technical condition during the period of black-out of its operation;

liquidation of object of the main pipeline (further - liquidation) - accomplishment of complex of actions for the operation termination, dismantle and (or) dismantling of object of the main pipeline, to reduction of the territory occupied by him in the condition suitable for subsequent use, and also according to the address with the waste formed as a result of dismantle and (or) dismantling;

the main pipeline - the single production and technological complex intended for transportation of products from Items of its acceptance to delivery Items to consumers or transfers of liquid hydrocarbons on automobile, railway or inland water transport and consisting from structurally and technologically interconnected objects, including the buildings and constructions used for the purposes of servicing and management of objects of the main pipeline;

the main pipeline transport - the mode of transport intended for transportation of products;

the minimum distance to object of the main pipeline - the minimum nearness of the buildings which are not part of the main pipeline, constructions and other objects to object of the main pipeline in case of which minimum necessary level of their protection against dangerous factors which can arise in use object of the main pipeline is provided;

object of the main pipeline - the constituent of the main pipeline intended for accomplishment of one or several interconnected technological transactions in the course of transportation, technological storage of products, transfer of liquid hydrocarbons on automobile, railway or inland water transport, including complex of the respective buildings, constructions and engineering devices;

the operator - the subject of the relations in the field of the main pipeline transport (economic maintaining, operational management or use on other legal cause) which are in property the main distribution line or object of the main pipeline performing their operation, rendering services in transportation of products;

the conservation zone - the territory or the water area with special conditions of use, adjacent to objects of the main pipeline, intended for safety control of objects of the main pipeline and creation of necessary conditions of their operation within which the types of activity not compatible to the purposes of establishment of the conservation zone are limited or prohibited;

the product supplier - the subject of the relations in the field of the main pipeline transport (economic maintaining, operational management or use on other legal cause) which is in property products and which provides these products for transportation according to the service provision agreement on transportation of products between the operator and the product supplier (further - the service provision agreement on transportation of products);

the consumer of products - the subject of the relations in the field of the main pipeline transport performing product acceptance from the main pipeline from the operator in accordance with the terms of the service provision agreement on transportation of products;
