Appointment, the purpose, the tasks, basic provisions regulating functioning of system are established in the Provision "About System of Package Clearing of Small Retail and Regular Payments in the Kyrgyz Republic" approved by the resolution of Board of National Bank of the Kyrgyz Republic of December 15, 2005 No. 37/8 and registered in the Ministry of Justice of the Kyrgyz Republic of January 18, 2006 No. 8-06 (further - Regulations on joint project company).
1.4. The principles and risk management methods in system are given in Policy on risk management in payment system of the Kyrgyz Republic approved by the resolution of Board of National Bank of the Kyrgyz Republic No. of June 15, 2016 No. 25/8, and in Regulations on joint project company. The system allows to exercise control and minimization of the risks connected with payments, by establishment of limits of debit net line items (reserve and settlement limit).

Formats of electronic payment documents and messages systems are installed in "Rules of filling of formats of electronic payment documents and messages of System of package clearing of the small retail and regular payments in the Kyrgyz Republic" approved by the resolution of Board of National Bank of the Kyrgyz Republic of March 2, 2006 No. 5/10 and registered in the Ministry of Justice of the Kyrgyz Republic of March 23, 2006 No. 25-06 (further - Rules of filling of formats).
