The State Parties of the Commonwealth of Independent States, hereinafter referred to as with the Parties, attaching importance to development of cooperation in the field of migration,
aiming at coordination of interaction in the main directions of migration policy,
realizing that development of such cooperation is equitable to interests of their people,
proceeding from the purposes and tasks of the Commonwealth of Independent States,
agreed as follows:
Form Council of heads of migratory bodies of the State Parties of the Commonwealth of Independent States, the hereinafter referred to as Council.
Council performs the activities on the basis of Regulations on Council of heads of migratory bodies of the State Parties of the Commonwealth of Independent States which are integral part of this agreement.
This agreement becomes effective from the date of its signing, and for the Parties which legislation requires accomplishment of the interstate procedures necessary for its entry into force, from the date of receipt by depositary of the written notice of accomplishment of the specified procedures.
By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are becoming effective according to the procedure, stipulated in Article 3 this agreements can be made to this agreement.
This agreement is open for accession of other State Parties of the Commonwealth of Independent States dividing its provisions and ready to assume liabilities following from this agreement. For the attaching state the Agreement becomes effective from the date of receipt by depositary of documents on accession.
Each of the Parties can leave this agreement, having sent the written notice of the intention to depositary not later than 6 months before date of exit.
It is made in the city of Dushanbe on October 5, 2007 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.

to the Agreement on formation of Council of heads of migratory bodies of the State Parties of the Commonwealth of Independent States from ____________________ years
1.1. Council of heads of migratory bodies of the State Parties of the Commonwealth of Independent States (daleesovt) is body of industry cooperation of the Commonwealth of Independent States (further - the CIS) and is intended for ensuring coordination of interaction and the solution of questions in the field of migration policy.
1.2. In the activities Council is guided by fundamental documents of the CIS, international treaties signed between the State Parties of the CIS, decisions of Council of heads of states, Council of Heads of Government, Council of Foreign Ministers and CIS Economic Council, and also this Provision. Council performs the activities in interaction with Executive committee of the CIS and Inter-parliamentary Assembly of the State Parties of the CIS.
2.1. The main activities of Council are:
determination of the priority directions of cooperation in the field of regulation of migratory processes in the State Parties of the CIS for the purpose of development of the approved migration policy within the CIS;
assistance to development of single approaches for the purpose of harmonization of migratory legislations of the State Parties of the CIS;
coordination of interaction of the migratory and other interested bodies of the State Parties of the CIS for the main directions of migration policy;
assistance to ensuring protection of the rights and legitimate interests of the migrants who are the citizens of the State Parties of the CIS and persons without citizenship who are constantly living in the State Parties of the CIS;
assistance of integration of databanks of the State Parties of the CIS on accounting of foreign citizens and stateless persons;
assistance of implementation of the accepted interstate and intergovernmental documents in the field of migration of the State Parties of the CIS.
2.2. The main functions of Council are:
development of target programs for the priority directions of cooperation of migratory bodies of the State Parties of the CIS;
development of single approaches on harmonization of migratory legislations of the State Parties of the CIS;
coordination of interaction of the migratory and other interested bodies of the State Parties of the CIS for ensuring protection of the rights of migrant workers and members of their families;
development with authorized bodies of the State Parties of the CIS of the approved offers on holding actions for counteraction of illegal migration;
coordination of works on enforcement of identity documents of citizens of the State Parties of the CIS and the stateless persons which are constantly living in the State Parties of the CIS containing biometric data;
implementation of interaction with relevant organs of the State Parties of the CIS, other bodies of the CIS, and also the international and non-governmental organizations and public associations on the questions entering competence of Council;
consideration of the course of implementation of the documents accepted within the CIS in the field of migration;
consideration of the course and results of realization by migratory bodies of the State Parties of the CIS of decisions of Council;
assistance to mutual experience exchange and information between migratory bodies of the State Parties of the CIS, including rendering the methodical help;
