About culture in the Republic of Belarus
Being guided by the Constitution (Fundamental law) of the Republic of Belarus and the Declaration on the state sovereignty of the Republic of Belarus, proceeding from rules of international law, realizing vital need of revival of the Belarusian culture, preserving its originality, integrity and creating favorable conditions for its further development, as well as for cultural development of citizens of the Republic of Belarus of all nationalities, the Supreme Council of the Republic of Belarus adopts the Law of the Republic of Belarus "About culture to the Republic of Belarus".
The law is directed on:
realization of the sovereign rights of the Republic of Belarus in the field of culture;
implementation of the principles of ideological and political independence of culture of social and political structures;
creation of legal conditions for free self-development of cultural processes;
providing material and financial guarantees of cultural development and social protection of cultural workers in the conditions of the market relations.
The legislation on culture in the Republic of Belarus consists of this Law and other legal acts of the Republic of Belarus adopted according to it.
The legislation of the Republic of Belarus on culture governs the public relations on establishment of organization-legal and economic guarantees of creation, preserving, distribution and promoting of works of material and spiritual culture, on preserving and transfer of cultural traditions, on protection of historical and cultural values for the purpose of:
revival and development of the Belarusian national culture and cultures of national communities of Belarus as component of universal culture;
forming of the cultural circle, moral beginnings, esthetic views and tastes of the people and its familiarizing with art creativity, with humanistic values of culture.
The basic principles of cultural activities in the Republic of Belarus are:
freedom of creative activities and self-development of cultural processes, pluralism of the directions and styles in creativity, refusal of monopolism in culture;
protection of intellectual property;
general availability of cultural wealth;
the right to free kulturotvorchesky activities in the territory of the Republic of Belarus for all national communities;
priority of conditions for development of the Belarusian national culture;
humanistic orientation, strengthening of the personal beginning in cultural activities, orientation to universal values, high-moral nature of culture;
ensuring bonds of the Belarusian national culture with cultures of other people;
connection of the state and public beginnings in the organization of cultural activities;
complete independence of cultural activities of the Republic of Belarus.
Citizens of the Republic of Belarus have right to liberty of art creativity and the right to use of achievements of culture.
Citizens of the Republic of Belarus have the right to be engaged in any kind of cultural activities, except that that it is prohibited by the Law, and to unite in the creative unions, associations, partnerships and other cultural societies.
