About approval of Rules of accounting of forms of certificates on return to the Azerbaijan Republic as documents of the strict reporting and the Specification of forms of certificates on return to the Azerbaijan Republic

For the purpose of ensuring execution of Item 1.4 of the Presidential decree of the Azerbaijan Republic of April 27, 2007 "About application of the Law of the Azerbaijan Republic "About approval of "Regulations on procedure for issue of certificates on return to the Azerbaijan Republic" the Cabinet of Ministers of the Azerbaijan Republic decides No. 566:

1. Approve "Rules of accounting of forms of certificates on return to the Azerbaijan Republic as documents of the strict reporting" (are applied).

2. Approve "The specification of forms of certificates on return to the Azerbaijan Republic" it (is applied).

3. This resolution becomes effective from the date of signing.

Rules of accounting of forms of certificates on return to the Azerbaijan Republic as documents of the strict reporting

I. General provisions

1.1. These rules are prepared for the purpose of ensuring execution of the Presidential decree of the Azerbaijan Republic of April 27, 2007 No. 566 "About application of the Law of the Azerbaijan Republic "About approval of "Regulations on procedure for issue of certificates on return to the Azerbaijan Republic" and determines rules of accounting as documents of the strict reporting of the certificates on return granted for return to the Azerbaijan Republic to the citizen of the Azerbaijan Republic who lost the passport in foreign state which passport is stolen or became useless or effective period of the passport at which expired, and to the child returning together with it to the Azerbaijan Republic being the citizen of the Azerbaijan Republic who did not reach 18 years or reached 18 years in foreign state (if they have no other document for passing of border granting right of return to the country), and also it is permanent on legal causes to the person without citizenship living in the Azerbaijan Republic and the child returning together with it to the Azerbaijan Republic who did not reach 18 years or reached 18 years in foreign state and constantly living in the Azerbaijan Republic (further - the certificate).

1.2. "Passport" in these rules is understood as the all-civil, service, diplomatic passport of the Azerbaijan Republic, the identity certificate of the citizen of the Azerbaijan Republic, and also the identity certificate of the person without citizenship who is constantly living in the Azerbaijan Republic for departure out of limits of the Azerbaijan Republic.

1.3. The certificate is granted by diplomatic representation or consulate of the Azerbaijan Republic (diplomatic representation or consulate of other state representing the interests of the Azerbaijan Republic).

 

II. Ordering procedure, storages and receipts of forms of certificates

2.1. According to the legislation the order of forms of certificates is performed according to the existing requirement of the Ministry of Foreign Affairs of the Azerbaijan Republic the Ministry of Finance of the Azerbaijan Republic. The expenses connected with the order of forms of certificates are financed their government budget.

2.2. Storage of the printed forms of certificates is performed by the Ministry of Finance of the Azerbaijan Republic.

2.3. The Ministry of Finance of the Azerbaijan Republic provides issue of forms of certificates based on the appeal of the Ministry of Foreign Affairs of the Azerbaijan Republic.

III. Accounting of forms of certificates

3.1. The diplomatic representation or consulate of the Azerbaijan Republic (diplomatic representation or consulate of other state representing the interests of the Azerbaijan Republic) which received forms of certificates based on these rules represents to the Ministry of Foreign Affairs of the Azerbaijan Republic quarterly data on the number of the certificates granted within quarter to the 10th of the month following quarter.

3.2. The Ministry of Foreign Affairs of the Azerbaijan Republic generalizes the data specified in Item 3.1 of these rules and to the 20th of the month following quarter submits to the Ministry of Finance of the Azerbaijan Republic the report on the certificates granted within quarter in the form approved by the Ministry of Finance of the Azerbaijan Republic.

3.3. The State Border Service of the Azerbaijan Republic to the 20th of the month following quarter submits to the Ministry of Finance of the Azerbaijan Republic the report on persons which arrived within quarter to the country under certificates on return in the form approved by the Ministry of Finance of the Azerbaijan Republic.

3.4. Being documents of the strict reporting, forms of certificates are stored in stipulated by the legislation procedure in warehouses of the organization, are exposed to accounting and are issued from warehouse to advance holders (contractors) with the permission of the head of the organization based on the invoice. Responsible persons are determined by management of the body granting certificates. Accounting of the issued forms of the strict reporting is performed in stipulated by the legislation procedure.

3.5. Primary account of forms of certificates is kept in the registration book. Pages of the registration book of forms of the strict reporting are consistently numbered, laced up, leafed through and signed by the head and the chief accountant of the legal entity and the seal is set them.

When maintaining the registration book by the automated method (on the computer), work at the end of the accounting period (month, quarter or year) is conducted according to stated above rather.

3.6. It is not allowed to tear, soil forms of certificates or to make on them corrections.

3.7. The forms of certificates damaged or damaged in embassies, consulates or other diplomatic representations of the Azerbaijan Republic in foreign countries return the Ministry of Foreign Affairs of the Azerbaijan Republic to the Ministry of Finance of the Azerbaijan Republic.

3.8. Destruction of the damaged or damaged forms of certificates is performed in stipulated by the legislation procedure.
