Based on the resolution of Council of Ministers of the Republic of Belarus of August 15, 2001 "About provision of the right of determination of the list of the costs in foreign currency relating on expenses on transportation, insurance and freight forwarding and passengers and also for tax payment and the charges in foreign currency connected with cargo transportation and passengers" of the Regulations on the Ministry of Transport and Communications of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 985 "Questions of the Ministry of Transport and Communications of the Republic of Belarus" according to the Presidential decree of the Republic of Belarus of July 17, 2006 No. 452 "About obligatory sale of foreign currency" the Ministry of Transport and Communications of the Republic of Belarus DECIDES: No. 1213

1. Approve the list of the costs in foreign currency relating on expenses on transportation, insurance and freight forwarding and passengers and also for tax payment and the charges in foreign currency connected with cargo transportation and passengers according to appendix.

2. Declare invalid the list of the costs in foreign currency relating on expenses on transportation, insurance and freight forwarding and passengers, and also for tax payment and the charges in foreign currency connected with cargo transportation and passengers, approved by the Ministry of Transport and Communications of the Republic of Belarus on January 10, 2000, the State committee on aircraft of the Republic of Belarus on January 13, 2000, the Belarusian railroad on January 12, 2000. 3. This resolution becomes effective from the date of official publication.

The list of the costs in foreign currency relating on expenses on transportation, insurance and freight forwarding and passengers and also for tax payment and the charges in foreign currency connected with cargo transportation and passengers

1. Motor transportations:

traveling expenses of drivers;

payment outside the Republic of Belarus of forced repair of the vehicle, including material cost and spare parts, sink of the vehicle, cleaning, disinfection, sanitary processing;

acquisition of metering devices and payment of the road charges outside the Republic of Belarus, fee on repair and replacement of devices;

payment of charges and taxes when driving through the territories of foreign states (ecological and other charges and taxes);

expenses on phytosanitary, veterinary, sanitary and epidemiologic and to other types of control of limits of the Republic of Belarus;

payment of customs fees and duties, services in border processing of vehicles on objects of border service (terminals);

acquisition of books of MDP;

all types of insurance if payment of insurance premiums is provided by the legislation in foreign currency;

registration of permissions to driving through the territory of foreign states in case of acquisition in the territory of foreign state;

payment of the expenses connected with transportation of automotive vehicles on ferry boats and railway platforms when implementing of the mixed (combined) transportations outside the Republic of Belarus;

payment of parking along the line on the territories of foreign states;

fee of passenger terminals in the territory of foreign states;

acquisition of fuel, other fuels and lubricants and other technical liquids (means) outside the Republic of Belarus;

payment for driving through paid roads (tunnels, bridges);

fee of evacuation and towage of vehicles, freights in case of accidents and technical defects of vehicles outside the Republic of Belarus;

convoy of freights, maintenance of freights the militarized protection;

telecommunication fee, including access to the global computer Internet, and mail service, services in photocopying, scanning of documents.

2. Airborne transportations:

servicing of aircrafts, passengers and freights, crew and technical structure at the foreign airports;

aeronautical servicing on route and around the foreign airports;

filling of aircrafts and processing with special remedies at the foreign airports;

receipt of permissions to crossing of airspace of foreign states along flight route;

all types of insurance if payment of insurance premiums is provided by the legislation in foreign currency;

providing with onboard food;

content of representative offices of airline outside the Republic of Belarus;

traveling expenses of the crew and technical structure which is carrying out flight out of limits of the Republic of Belarus;

payment outside the Republic of Belarus of repair, maintenance of the aircraft equipment, acquisition of spare parts and aggregates;

acquisition of flight technical documentation, single forms of air tickets, disposable tableware and lunchboxes;

annual flight of airways and certification of airfields;

payment for use of the automated reservations systems.

3. Transportations sea and inland water transport:

the lease, content, maintenance and repair of courts performed outside the Republic of Belarus;

towage of courts outside the Republic of Belarus;

the harbor fees and payments levied in the territory of foreign ports;

payment for fuel, fuels and lubricants and special liquids for the vessel in ports of foreign states;

traveling expenses of crew;

payment of collective food of crew;

all types of insurance if payment of insurance premiums is provided by the legislation in foreign currency;

membership in international associations of mutual insurance of responsibility;

payment of sea intermediary services outside the Republic of Belarus;

payment of the dispatch, demurrage.

4. Freight forwarding:

payment of transport services, including payment of additional run, idle times of carrier, in accordance with the terms of the transportation agreement;

traveling expenses of freight forwarders;

accomplishment of customs and other procedures, export, import and transit cargo transfer through customs borders according to the customs legislation;

payment of the duties, charges and other expenses assigned to the client;
