The agreement on interaction in the field of advertizing and exhibition activities in the field of military-economic cooperation between state members of the Collective Security Treaty Organization

The state members of the Collective Security Treaty Organization (further - the CSTO) which are hereinafter referred to as with the Parties

being guided by the international treaties signed between the Parties concerning defense, safety, military-economic (military and technical) cooperation

aiming to provide the necessary level of defense capability and homeland security of the Parties,

strengthening mutually beneficial military-economic cooperation in the conditions of the developed and again formed production and scientific and technical cooperation of the companies of defense industries,

agreed as follows:

Article 1

The parties perform permanent interaction and cooperation in the organization and holding exhibitions (exposures) of products of military, dual and special purpose and technologies in the territories of the Parties, and also in the territories of the third countries.

Article 2

Authorized bodies of the Parties on implementation of this agreement are:

from the Republic of Armenia - the Ministry of Trade and economic development of the Republic of Armenia;

from the Republic of Belarus - the State military-industrial committee of the Republic of Belarus;

from the Republic of Kazakhstan - the Ministry of the industry and trade of the Republic of Kazakhstan;

from the Kyrgyz Republic - the Ministry of Industry, Energy and Fuel Resources of the Kyrgyz Republic;

from the Russian Federation - Federal Service for Military-Technical Cooperation of the Russian Federation;

from the Republic of Tajikistan - the Ministry of Energy and Industry of the Republic of Tajikistan;

from the Republic of Uzbekistan - the State company "Uzmakhsusimpeks".

Authorized bodies perform also coordination under the organization of national displays of military products at the international exhibitions.

In case of change of authorized bodies, the Parties through diplomatic channels without delay notify the Secretariat of the CSTO.

Article 3

The parties consolidate the efforts on the following directions:

expansion of interaction between participants of military-economic cooperation, the companies and the organizations of the Parties in the field of advertizing and exhibition activities in the field of military-economic cooperation;

forming at exhibitions of state members of the CSTO of single national displays of the organizations (companies), creation of national pavilions;

creation of most favored nation treatment to the organizations and the companies of state members of the CSTO, including provision of the stand spaces and other services as for own participants;

forming of the single advertizing and exhibition field in the field of military-economic cooperation within the CSTO;

exchange of information concerning advertizing and exhibition activities in the field of military-economic cooperation and experience of this work;

implementation of interaction of the organizations (companies) which are directly performing advertizing and exhibition activities in the field of military-economic cooperation;

providing measures for protection of the state secret and information of limited distribution on military products within the existing international treaties which participants are the Parties.

Article 4

The parties practice:

forming of collective bodies (organizing committees, bilateral and multilateral working groups) on advertizing and exhibition activities;

creation of the joint exposures of military products at the international exhibitions of military products;

rendering assistance to participation at such exhibitions of the separate organizations (companies) of the Parties on the national displays on the conditions equal to conditions for own organizations and the companies.

Article 5

For the purpose of implementation of this agreement of the Party agree on the issues connected with organization of the organizing committees and the corresponding working groups mentioned in Article 4 of this agreement.

Article 6

Disputes and disagreements on interpretation and application of provisions of this agreement are permitted by consultations and negotiations between authorized bodies of the Parties.

In case disputes and issues cannot be settled between the Parties, the Parties submit these questions to the Interstate commission on military-economic cooperation of state members of the CSTO or agree about different way of their permission.

Article 7

Changes and additions are made to this agreement by mutual consent of the Parties and drawn up by separate protocols which are integral part of this agreement, and become effective according to the procedure, stipulated in Article the 8th this agreement.

Article 8

This agreement becomes effective from the date of receipt by the Secretariat of the CSTO of four written notices confirming accomplishment of the interstate procedures by the Parties necessary for its introduction in force what the Secretariat of the CSTO notifies all Parties on.

For the Parties which performed necessary interstate procedures later this agreement becomes effective from date of delivery to the Secretariat of the CSTO of the adequate written notice.

Article 9

This agreement is effective during the term of the agreement about collective security of May 15, 1992 if the Parties do not agree about other.

It is made in the city of Dushanbe on October 6, 2007 in one authentic copy in Russian. The authentic copy of this agreement is stored in the Secretariat of the CSTO which will send to the Parties which signed this agreement, its verified copy.
