About library science in the Republic of Belarus

The legislation of the Republic of Belarus on library science consists of this Law and other acts of the legislation.
The basic principles of the organization of library science are:

On behalf of the supreme authorities the state assumes responsibility for realization of the right of each citizen to library servicing, forming and providing conditions of safety of library stocks, preparation and retraining of library personnel, development of material and technical resources of the libraries financed from the government budget.
Interests of development of library servicing are considered in all state programs adopted in the Republic of Belarus in the field of culture, economy, the state construction, the interstate and international relations.
Each citizen irrespective of age, the education level, the social status, national identity, physical condition, religion and the residence has the right to open entry to library stocks of any library, except private, according to personal requirements and interests.
The citizen's right to library servicing is provided:
creation of network of public public libraries and the organization in them main types of servicing it is free;
variety of types of libraries in terms of the scope of activities, age and educational contingent of readers and other signs.
Libraries are created according to social and economic, national and cultural needs of society.
Public authorities of all levels, the companies, the organizations, organizations, public associations, physical persons have the right to creation of libraries.
The library can be created as:
independent organization with the rights of the legal entity;
separate division of the legal entity;
structural division of the legal entity.
Opening of library is performed in the presence at the founder of permanent sources of financing, book fund in the amount of at least two thousand copies, and also library personnel.
The founder of library shall provide it:
the room respective to the established standard rates for servicing of readers and preserving library stocks;
equipment, means of mechanization and automation of library processes.
State bodies shall consider need of optimum arrangement of libraries when designing new residential districts and settlements. In the absence of certain buildings of library can be located in apartment houses according to standard rates.
It is forbidden to transfer the state libraries to the rooms worsening conditions of their activities. In case of transfer of the building in which the library is located to other organizations the state bodies performing transfer shall provide to library the equivalent room in advance and provide financing of movement of funds and the equipment of library.
The libraries financed from the government budget are exempted from the rent for use of the rooms which are in property of the state.
Registration of library with the rights of the legal entity is performed by municipal authorities in the library location no later than 30 days from the moment of filing of application with appendix of necessary documents.
For registration of library the application with indication of the founder, sources of financing, necessary book fund, conditions of keeping, and also the charter (provision) of library is submitted.
The refusal in registration of library is possible only in cases of discrepancy of the charter (provision) of library to requirements of the legislation and violation of procedure for its creation.
The procedure for reorganization and liquidation of libraries is determined according to the Law of the Republic of Belarus "About culture in the Republic of Belarus" and other acts of the legislation.
The liquidations of library having great scientific and cultural value are not subject.
State bodies library science of all levels act as experts of feasibility of liquidation of libraries and resolve issue of form of participation of the owner in ensuring library servicing of this contingent of readers not below reached.
Liquidation of libraries of the companies, organizations, organizations, public associations cannot happen without the consent of their labor collectives.
In case of liquidation of library state bodies and libraries of the corresponding profile have the privilege of acquisition of its property.
