This Instruction according to the Law of the Republic of Uzbekistan "About informatization" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 2004, Art. 1. In the Instruction the following main terms and determinations are used:
the archive copy of information resource - represents the electronic document (further - ED) which is the exact copy of information resource on the fixed timepoint, or is created on content of information resource in format of archive storage;
depositary storage - storage of archive copies in the Public Records Office on the conditions determined by the agreement (agreement) between the owner of archive copies of information resources and the Public Records Office with preserving for the owner of the property right to information resources;
information system - organizationally the arranged set of information resources, information technologies and means of communication allowing to perform collection, storage, search, processing and use of information;
information technology - set of the methods, devices, methods and processes used for collection, storage, search, processing and distribution of information;
information resource - information, databank, the database electronically as a part of information system, including the audio-, video, graphic and text information placed or published in information systems with open access;
National Archive Fund (further - NAF) - historically developed and constantly replenished set of the archive documents which are reflecting the material and spiritual life of people of Uzbekistan, having historical, scientific, social, economic, political and cultural value;
The central commission of experts (further - TsEK) - the permanent consultative body performing the activities on a voluntary basis, created for conducting examination of value of documents in state bodies and the organizations, including managerial (office work), scientific and technical and other special documents, and preparation them to transfer on archive storage, and also for management and coordination of activities of commissions of experts in the field of archiving and clerical work of territorial subdivisions and organizations of system of state bodies and organizations;
expert survey board (further - EPK) / the expert and checking methodical commission (further - EPMK
) - the permanent commission created in territorial administrations on archiving, national archives of Uzbekistan for carrying out methodical and practical work on examination of value and preparation for transfer on archive document storage including managerial (office work), scientific and technical and other special documentation, and also for implementation of management and coordination of activities of the central commissions of experts and EK in the field of archiving and clerical work of the state bodies and organizations which are sources of completing of state archives;Commission of experts (further - EK) - the permanent consultative body which is performing the activities on a voluntary basis, carrying out methodical and practical works on examination of value of documents including managerial (office work), scientific and technical and other special documents in territorial subdivisions and the organizations of system of state bodies and the organizations, and also on preparation of these documents for transfer for archive storage

Action of the Instruction extends to the companies, organizations, the organizations, associations (further - the organizations) which documents are carried to National Archive Fund of the Republic of Uzbekistan based on the conclusion of TsEK or EK, according to the Regulations on National Archive Fund of the Republic of Uzbekistan approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of October 30, 1999 N482.
3. Based on this Instruction each organization develops the interdepartmental instruction for creation of archive copies of information resources and procedure for their transfer on the state storage in which it in detail describes the procedure of creation, procedure and conditions of transfer of archive copies on the state storage. The instruction affirms the head of the organization and is approved with the relevant expert and checking methodical commission of national archives of Uzbekistan, expert survey board of territorial administrations of archiving of the Republic of Karakalpakstan, areas and the city of Tashkent.
4. In EPK (EPMK) also the schedule of transfer of archive copies is submitted to archive of electronic documents for approval. The schedule is created or supplemented when commissioning the information technology supporting new information resource.
5. Information can be provided in information resources in text, graphical, video, audio-and multimedia (combination of text, graphical, sound and video formats) forms.
6. Information resources are classified by types of the technologies used during their creation and storage durations.
