1. These rules of safety on rail transport (further - Rules) are developed according to the Law of the Republic of Kazakhstan of December 8, 2001 "About rail transport".
2. Rules extend on the physical persons and legal entity performing activities in the field of rail transport, irrespective of pattern of ownership.
3. According to the legislation of the Republic of Kazakhstan the state control of safety on rail transport is performed by bodies of the state transport control.
4. Safety on rail transport is ensured by complex of the organizational and technical actions directed to protection of life and health of citizens, environmental protection, creation of conditions of trouble-free operation of the organizations of rail transport, content in good repair of the railway tracks, railway vehicles, constructions, the equipment, mechanisms and devices including:
