For the purpose of ensuring execution of the Presidential decree of the Azerbaijan Republic of June 11, 2001 "About application of the Law of the Azerbaijan Republic "About protection of atmospheric air" the Cabinet of Ministers of the Azerbaijan Republic decides No. 501:

1. Approve "Rules of inventory count of harmful emissions atmospheric air and the sources making on it physical impact", "Procedure of the state control in the field of protection of atmospheric air", "Procedure of protection of atmospheric air by the legal entities having the sources making chemical, biological and physical impact on atmospheric air" and "The list of objects on which technical standard rates and admissible regulations of emission are applied" (are attached).

2. Consider No. 411 which voided the resolution of Council of Ministers of the Azerbaijani SSR of September 3, 1982 "About the resolution of Council of Ministers of the USSR of August 19, 1982 No. 764 "About approval of the Regulations on the state control on protection of atmospheric air".

3. This Resolution becomes effective from the date of signing.

Rules of inventory count of harmful emissions in atmospheric air and sources making on it physical impact

These rules were prepared in connection with execution of the Presidential decree of the Azerbaijan Republic of June 11, 2001 No. 501 "About application of the Law of the Azerbaijan Republic "About protection of atmospheric air" and establish rules of inventory count of harmful emissions in atmospheric air and sources making on it physical impact.

1. General provisions

1.1 These rules are prepared for the purpose of creation of single method in the field of inventory count of harmful emissions in atmospheric air and the sources making on it physical impact.

1.2. The concept of inventory count (inventory) of harmful emissions in atmospheric air and the sources making on it physical impact is meant as systematization of data on the companies and the organizations making physical impact on the atmosphere and throwing out in it hazardous substances, about distribution on city and other settlements, about structure and the number of emissions, about the level and types of physical impact.

1.3 The main objective of inventory count of the hazardous substances and sources making on it physical impact which are thrown out in atmospheric air is collection of primary data for the solution of the following questions:

1.3.1. carrying out by the company registration of harmful emissions in atmospheric air and physical impact on it;

1.3.2. assessment of extent of impact on atmospheric air of the hazardous substances and sources of physical impact which are thrown out by the company.

1.3.3. assessment of indicators of quality and quantity of gazopyleochistny constructions, companies;

1.3.4. determination of the admissible regulations of emissions (ARE) and temporarily approved waste (TAW);

1.3.5. assessment of the advantage received from use of raw material stocks and waste at the companies;

1.3.6. the organization of control for observance of the established regulations of emission of hazardous substances and physical impact on the atmosphere;

1.3.7. work planning on protection of atmospheric air on the company.

1.4. Inventory count of the hazardous substances and sources making on it physical impact which are thrown out in atmospheric air, on all economic objects, irrespective of the pattern of ownership and legal form which are throwing out hazardous substances in atmospheric air and, making on it physical impact shall be without fail carried out.

1.5. Inventory count of harmful emissions in atmospheric air and sources of physical impact on it is carried out by forces of the company or the companies specializing in this industry and the organizations are attracted. The management of the company bears responsibility for full value and reliability of indicators of inventory count.

1.6. The resulting document of inventory count shall be approved with the relevant structures of the Ministry of Ecology and Natural Resources.

1.7. Results of inventory count are fixed in the "Form of inventory count" approved by the Ministry of Ecology and Natural Resources.
