About bodies and services for children and special facilities for children

Proceeding from the Constitution of Ukraine and the Convention of the UN on the child's rights this Law determines the legal basis of activities of bodies and services for children and special facilities for children to which implementation of social protection and prevention of offenses among the persons which did not reach eighteen-year age is assigned.

Section I. General provisions

Article 1. Bodies and services for children, the special facilities and organizations performing their social protection and prevention of offenses

Implementation of social protection of children and prevention of offenses among them is assigned within certain competence on:

the central executive body providing forming of state policy in the sphere of family and children, the central executive body realizing state policy in the sphere of family and children, executive body of the Autonomous Republic of Crimea in the sphere of family and children, the relevant structural divisions of the regional, Kiev and Sevastopol city, district public administrations, executive bodies of city and district councils in the cities;

authorized divisions of bodies of National police;

receivers distributors for children of bodies of National police;

schools of social resettlement and professional schools of social resettlement of educational bodies;

centers of medico-social resettlement of children of healthcare institutions;

special educational facilities of the Public criminal and executive service of Ukraine;

shelters for children;

centers of social psychological recovery of children;

social and rehabilitation centers (children's towns).

In implementation of social protection and prevention of offenses among children other executive bodies, local government bodies, the companies, organizations and the organizations irrespective of pattern of ownership, certain citizens take part in limits of the competence.

In this Law it is necessary to understand package of measures as social protection of children and means of social and economic and legal nature which implementation is assigned to the subjects specified in parts one and the second this Article on providing the rights of children to life, development, education, education, medical attendance, rendering material support.

Article 2. The basic principles of activities of bodies and services for children, special facilities and organizations of social protection for children

Activities of bodies and services for children and special facilities and organizations of social protection for children are performed on the principles:

legality;

applications mainly the methods of education and belief providing application of enforcement powers only after exhaustion of all other corrective actions on behavior of children;

publicity, that is systematic informing on the state of affairs on protection of the rights of children, offenses among children, work of the central executive body providing forming of state policy concerning family and children, the central executive body realizing state policy in the sphere of family and children, executive body of the Autonomous Republic of Crimea in the sphere of family and children, services for children, special facilities and organizations of social protection for children in open state statistics, mass media;

preserving confidentiality of information on children who made offenses and to whom measures of individual prevention were applied;

inadmissibility of humiliation of honor and advantage of children, them abuse.
