About the General inspectorate on emergency situations
The parliament adopts this organic law.
(1) This law establishes the legal basis, structure and the organization of the General inspectorate for emergency situations, and also its competence, the rights and obligations.
(2) For the purpose of this law the following concepts are determined:
emergency situation – exclusive event of not military nature which on scope and intensity threatens life or human health, the environment, important material and cultural values which can generate emergency situation and for recovery of normal provision is required acceptance of urgent measures and actions, assignment of intervention or if necessary amendment of those;
emergency situation - the termination of normal conditions of activity of the population on object or in certain territory owing to accident, catastrophic crashes, natural disaster of natural or social and biological nature which brought or can lead to human and material losses;
civil protection - system of the nation-wide measures and actions performed in peace and wartime for the purpose of ensuring protection of the population, property in the conditions of natural and ecological disasters, accidents, catastrophic crashes, epiphytoties, epizooty, the fires and in case of use of modern weapons of destruction;
emergency state - set of measures of political, economic, social nature and on maintenance of public order, temporarily entered in some areas or in all territory of the country;
the first qualified aid – the actions for rescuing of life performed by paramedical personnel to persons, victims in case of accidents or from acute disease;
paramedical personnel – the personnel without medical education which passed various levels of special preparation on rendering the first qualified aid, using the special equipment including semi-automatic external defibrillators and which works in team at permanent basis;
wrecking – actions for rescuing of people, material and cultural values, environmental protection, deactivation in case of emergency or emergency situations, localizations and liquidations to minimum admissible level of impact of the dangerous factors characteristic of the corresponding situations;
search works – complex of the actions undertaken for determination of the location of victims in emergency or emergency situations.
The system of the General inspectorate on emergency situations (further - the Inspectorate) represents complex of the specialized public institutions which are part of the Ministry of Internal Affairs which carry out according to the law tasks in the field of protection of the population, the territory, the environment and property in case of danger of origin or emergence of emergency situations.
(1) the Commanding and ordinary structure of the Inspectorate is created of government employees with special status (further – employees) by which are given the special ranks, and civil workers.
(2) the Civil structure of personnel of the Inspectorate consists of government employees to whom provisions of the Law on the state position and the status of the government employee No. 158-XVI of July 4, 2008, and the personnel working at contractual basis, performing auxiliary activities which employment relationships are governed by the labor law extend.
The legal basis of the Inspectorate is constituted by the Constitution of the Republic of Moldova, this law, other regulations, and also the international agreements, one of the parties of which is the Republic of Moldova.

(1) the Inspectorate represents according to the profile activities the Government abroad, establishes and supports the relations of cooperation with similar organizations from other states and the profile international organizations.
(2) the Inspectorate is national contact Item in the relations with similar organizations from other states and with the profile international organizations.
(3) as the national contact Item Inspectorate provides transfer and reception of applications on international assistance in emergency and emergency situations.
(4) the Inspectorate signs agreements on cooperation with authorities and the organizations given authority in the field of management of emergency situations.
(5) the Inspectorate participates in special missions and transactions according to international treaties, one of the parties of which is the Republic of Moldova. Participation of the Inspectorate in international missions and transactions affirms according to the procedure, established by the current legislation.
(1) the Inspectorate represents the single centralized system including:
a) central body of the Inspectorate;
b) territorial authorities of the Inspectorate.
(2) Regulations on the organization and functioning of the General inspectorate on emergency situations, its limiting structure and organizational structure affirm the Government according to the proposal of the Minister of Internal Affairs.
(3) the Staff list of Inspektorat affirms the Minister of Internal Affairs according to the proposal of the chief Inspektorat.
(1) the Main objectives of the Inspectorate are:
a) direct management of system of civil protection;
b) the organization and carrying out search, wrecking, works on rendering the first qualified aid, other urgent works in case of emergency and emergency situations, the fires and their liquidation;
b-1) the organization and carrying out search, wrecking in emergency situations, in case of danger or emergence of emergency situations, for prevention or liquidation of their consequences;
c) the organization of advance and comprehensive preparation of the population, the objects of national economy and forces of Civil protection including forming of Civil protection, Management of fire rescue service, specialized forming of the central industry bodies of public management, special facilities and the organizations to actions in case of threat of origin or emergence of emergency situations and the fires;
d) ceased to be valid according to the Law of the Republic of Moldova of 21.09.2017 No. 185
e) implementation of actions in the conditions of emergency, obsidional or warlike situation.
