THE ORDER OF STATE COMMISSION OF UKRAINE ON INVENTORIES OF MINERALS UNDER THE MINISTRY OF PROTECTION OF THE SURROUNDING ENVIRONMENT OF UKRAINE

of June 7, 2007 No. 182

About approval of the Instruction for application of Classification of inventories and resources of minerals of the state fund of subsoil to fields of heat power underground waters

According to article 7 of the Law of Ukraine "About the public geological service of Ukraine", the subitem 16 of item 4 of the Regulations on State commission of Ukraine on inventories of minerals approved by the resolution of the Cabinet of Ministers of Ukraine of November 10, 2000 N 1689, and Item 7 of the Classification of inventories and resources of minerals of the state fund of subsoil approved by the resolution of the Cabinet of Ministers of Ukraine of May 5, 1997 N 432, for the purpose of establishment of single requirements to geological studying, geological economic evaluation of fields of heat power underground waters and to conditions of determination of their readiness to industrial development I ORDER:

1. Approve the Instruction for application of Classification of inventories and resources of minerals of the state fund of subsoil to fields of heat power underground waters (further - the Instruction) it (is applied).

2. The instruction becomes effective since August 1, 2007.

3. With entry into force of the Instruction to recognize the "Instruction for application of classification of operational inventories of underground waters to fields of heat power waters" approved by the chairman of the State Commission on Mineral Reserves under Council of Ministers of the USSR on June 6, 1984 who is not applied in the territory of Ukraine.

4. To department of underground waters, hydromineral raw materials and therapeutic muds (Bakarzhiyev O. O.):

4.1. Provide this order on state registration to the Ministry of Justice of Ukraine in accordance with the established procedure.

4.2. In ten-day time after state registration to provide replication and the direction of this order to the companies and organizations which represent materials of geological economic evaluation of fields of heat power underground waters for state examination.

5. I reserve control over the implementation of the order.

The instruction for application of Classification of inventories and resources of minerals of the state fund of subsoil to fields of heat power underground waters

1. General provisions

1.1. This Instruction is developed according to article 7 of the Law of Ukraine "About the public geological service of Ukraine", the subitem 16 of item 4 of the Regulations on State commission of Ukraine on inventories of minerals approved by the resolution of the Cabinet of Ministers of Ukraine of November 10, 2000 N 1689, and Item 7 of the Classification of inventories and resources of minerals of the state fund of subsoil approved by the resolution of the Cabinet of Ministers of Ukraine of May 5, 1997 N 432, for the purpose of establishment of single requirements to geological studying, geological economic evaluation of fields of heat power underground waters and to conditions of determination of their readiness to industrial development.

1.2. The instruction establishes:

requirements to geological studying of fields (sites of fields) of heat power waters according to complexity of their geological structure;

requirements to calculation, geological economic evaluation and the state accounting of the operational (got) inventories of underground heat power waters according to the level of their industrial value;

conditions which determine readiness of this field (the site of the field) to industrial development;

the basic principles of assessment of perspective and forecast resources of heat power underground waters within prospective areas, the territories and subsoil plots.

1.3. Requirements of the Instruction are obligatory for subjects of managing irrespective of legal form, pattern of ownership and subordination which perform planning, financing and accomplishment of exploration works on search and investigation of fields of heat power underground waters, designing and construction of water intaking constructions, operation of fields of heat power underground waters.

2. Normative references

The instruction is developed according to the following legislative and to regulatory legal acts:

The code of Ukraine about subsoil;

The classification of inventories and resources of minerals of the state fund of subsoil approved by the resolution of the Cabinet of Ministers of Ukraine of 05.05.97 of N432;

The regulations on State commission of Ukraine on inventories of minerals approved by the resolution of the Cabinet of Ministers of Ukraine of 10.11.2000 of N1689;

The regulations on procedure for conducting state examination and assessment of inventories of minerals approved by the resolution of the Cabinet of Ministers of Ukraine of 22.12.94 of N865 (in edition of the resolution of the Cabinet of Ministers of Ukraine of 04.10.2000 N1512;

The regulations on stages of exploration works on underground waters (hydrogeological works) approved by the order Minekoresursov of Ukraine of 16.07.2001 of N 260, registered in Ministry of Justice of Ukraine 30.07.2001 for N648/5839;

Resolution of the Verkhovna Rada of Ukraine of 05.03.98 N188/98-BP "About the Main Directions of State Policy of Ukraine in the field of Environmental Protection, Use of Natural Resources and Providing Ecological Safety".

3. Terms and determinations

The terms and determinations provided in the Instruction are applied in the following value:

3.1. Heat power underground waters are underground thermal waters which are used for heating and power generation. Heat power waters are characterized by temperature more 35th hail. Page. In some cases for heat supply and other purposes subthermal underground waters with temperature from 20 to 35 hail can be used. Page.

On temperature and aggregate (phase) state heat power underground waters are divided into two groups: actually thermal with temperature in case of exit to surface to the 100th hail. With and overheated (steam-and-water mixes, dry steam) with temperature more 100th hail. Page.

On temperature in group of heat power waters low-potential - to the 70th hail are allocated. With, srednepotentsialny - from 70 to 100 hail. C. Superheated waters with temperature more 100th hail. With treat group of high-potential natural heat carriers.

Heat power low-potential and srednepotentsialny waters are used for heat supply of industrial, agricultural and civil facilities, and high-potential - also for power generation. In many cases heat power waters are complex hydromineral raw materials and can be used for withdrawal from them useful components or as medical mineral, and fulfilled - as technical.
