Procedure for transfer of the project documentation and (or) results of engineering researches for conducting state examination in case of impossibility of its carrying out in the subject of the Russian Federation in the location of the parcel of land on which it is supposed to perform construction, reconstruction, major repair of capital construction project

1. This Procedure determines the procedure of submission of the address concerning transfer of the project documentation and (or) results of engineering researches for conducting state examination in case of impossibility of its carrying out in the subject of the Russian Federation by the location of the parcel of land on which it is supposed to perform construction, reconstruction, major repair of capital construction project, in the organization for conducting state examination of other subject of the Russian Federation, and also decision making for this address.

2. The executive body of the subject of the Russian Federation in the field of state examination of the project documentation and results of engineering researches (further - authorized body) which received the application for conducting state examination on capital construction project concerning which conducting such examination by this body (subordinated public institution) is not possible has the right to address to Federal agency on construction and housing and communal services with request for the direction of the project documentation and (or) results of engineering researches for state examination in the organization for conducting state examination of other subject of the Russian Federation.

3. The address about the direction of the project documentation and (or) results of engineering researches for state examination in the organization for conducting state examination of other subject of the Russian Federation (further - the address) shall contain reasons for impossibility of conducting state examination and the name of the organization for conducting state examination in which it is offered to carry out state examination of the project documentation and (or) results of engineering researches. It is necessary to put to the address:

a) the copy of the application about conducting state examination;

b) the inventory of set of the filed documents;

c) the document confirming the consent of authorized body of appropriate subject of the Russian Federation to which it is offered to transfer conducting state examination;

d) information confirming possibility of conducting state examination of the project documentation and (or) results of engineering researches by the relevant organization for conducting state examination.

4. The federal agency on construction and housing and communal services in time no later than 15 working days considers the arrived address. By results of consideration the decision on approval of the direction of the project documentation and (or) results of engineering researches for state examination in the organization for conducting state examination of other subject of the Russian Federation, or is made on refusal in the direction of documents.

5. The relevant decision is drawn up by the letter which is signed by the head of Federal agency on construction and housing and communal services or in case of absence - the deputy manager fulfilling its duties and goes to the authorized body specified in Item 2 presents of the Procedure and also to the organization for conducting state examination in case of approval of the direction of documents in this organization.

6. The decision on refusal in the direction of documents can be made if requirements of Item 3 presents of the Procedure are not fulfilled.

7.
