The Russian Federation and the Republic of Belarus which are hereinafter referred to as with the Parties, and everyone respectively the Russian Side and the Belarusian Side

consistently realizing Protocol provisions following the results of meetings of the President of the Russian Federation B. N. Yeltsin and the President of the Republic of Belarus A. G. Lukashenko in Minsk on February 21-22, 1995, the Agreement on the Customs union between the Russian Federation and the Republic of Belarus of January 6, 1995,

for the benefit of further development of mutually beneficial cooperation,

agreed as follows:

Article 1

The parties recognize need of settlement of mutual claims of the Russian Federation and the Republic of Belarus.

For this purpose the Russian Side refuses claims on public debt of the Republic of Belarus as of January 1, 1996 of the Russian Federation for granted loans according to the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on the intergovernmental credit by results of trade and economic relations in 1992 and in the yanvareiyena of 1993 of June 30, 1993, the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on the intergovernmental credit for 1993 of June 30, 1993 and the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on public credit in 1994 of May 24, 1994.

In turn the Belarusian Side refuses claims and compensations:

on internal currency debt of the former USSR;

for the expenses connected with costs for ecological inspection and rekultivirovaniya of places of dislocation of the removed military forming of the Ministry of Defence of the Russian Federation;

for complex of the buildings transferred by the Belarusian Side for placement diplomatic and consular representations of the Russian Side.

The parties mutually refuse the claims of financial nature to each other stipulated in this agreement which could arise till January 1, 1996.

Article 2

The Belarusian Side undertakes obligations to repay the debt for supply of natural gas as of February 1, 1996.

Calculations for repayment of reciprocal debt are perfromed by means of release by the Government of the Republic of Belarus of securities on outstanding amount on gas as of February 1, 1996 and transfer of their RJSC Gazprom.

The Russian side repays securities of the Republic of Belarus the debt to the Republic of Belarus for the split materials extracted from the nuclear ammunition which is exported on the territory of the Russian Federation for the expenses connected with stay of military forming of the Russian Federation in 1992 - 1996 on outstanding amount on gas as of February 1, 1996.

Article 3

This agreement becomes effective from the moment of signing.

It is made in Moscow on February 27, 1996 in duplicate in Russian, and both texts are equally authoritative.
