Agreement on the principles of providing Border troops with arms, military equipment and other appliances, organizations of research and development works

of May 15, 1992

The State Parties of this agreement, hereinafter referred to as "State Parties",

in pursuance of the Agreement on protection of frontiers and sea economic zones of the State Parties of the Commonwealth of Independent States of March 20, 1992,

considering the developed and repaid cooperation on development and the arms production and military equipment,

considering necessary to keep scientific potential to enhancement of arms and military equipment,

agreed as follows:

Article 1

Development, production, deliveries and providing Border troops of the Commonwealth with arms, military equipment, industrial goods and other appliances, their accumulating is performed by the unified plans of orders and deliveries of military products approved between the State Parties of the Commonwealth for the budget account of Border troops of the Commonwealth (own Border troops of the states of the Commonwealth - on the principles of settlement on agreed prices) with preserving and development of cooperative bonds of military production, long-term is production - the economic relations and direct agreements.

Article 2

Regulation of deliveries and developments of the major types of military products is performed at the level of the State Parties of this agreement. To impose control of the conclusion of agreements on mutual deliveries to relevant organs of management of the State Parties of this agreement.

Article 3

At the companies of Border troops of the Commonwealth and own Border troops of the states to make repair and production of arms, military equipment, military and technical property according to the plans approved between them on the basis of mutual calculations and preserving the developed production bonds.

Arms and the military equipment belonging to Border troops of the Commonwealth and own Border troops of the State Parties of the Commonwealth cannot be reallotted, renominated, privatized unilaterally in case of its stay outside the states in repair shops.

Article 4

Movement of arms, the military equipment and other appliances delivered to Border troops of the Commonwealth and own Border troops of the states in the territory of the states of the Commonwealth is performed under the mutual agreement freely and without collection of duties. At the same time the State Parties of the Commonwealth perform the right of control of the moved military loads in the territories.

Article 5

Military representations of Border troops at the companies of the industry located in the territory of the State Parties of the Commonwealth and performing development, production, installation and delivery of arms, military equipment and other property for Border troops of the Commonwealth are part of Border troops of the Commonwealth (except military representations of the State Parties of the Commonwealth having own Border troops) and are under control to authorized bodies of the State Parties of the Commonwealth. Activities of military representations and their financing are determined by regulations on the military representations approved by Council of Heads of Government of the State Parties of the Commonwealth. Before approval of the specified provision to be guided by the regulations on military representations existing at the time of the signature of this agreement. In case of the conclusion of development agreements, production, installation and delivery of arms, military equipment and property the customer representative at manufacturer can be provided.

Article 6

The State Parties of the Commonwealth are guided by the existing normative and technical documents on standardization and unification extending to arms and military equipment. Procedure for work and structure of normative and technical documents on standardization and unification of arms and military equipment.

Article 7

To put the principle of allocation of funds on appliances in basis of the organization of material, technical and household security of Border troops of the Commonwealth and own Border troops of the states the states in the amounts and the nomenclature approved by Council of Heads of Government, own Border troops of the states of the Commonwealth - on contractual basis.

Article 8

Under the organization of material, technical and household security of Border troops of the Commonwealth to proceed from the regulations of supply, accumulating and echeloning of inventories of arms, military equipment and other appliances operating now. The procedure for accumulating, amounts and places of warehousing of appliances for Border troops of the Commonwealth establishes Council of Heads of Government of the State Parties of the Commonwealth according to the proposal of the Commander-in-chief of Border troops.

The decision of the specified questions for own Border troops of the states is made by the government of the State Party of the Commonwealth on representation of the commander of own Border troops of the state.

Article 9

To perform the research and development works performed for the benefit of Border troops of the Commonwealth on the basis of the single development program of arms and military equipment and contracts with the relevant industrial enterprises and research establishments. Perform permanent mutual exchange of scientific and technical information on the samples of arms and military equipment which are in development and operation.

To make financing of the research and development works performed for the benefit of Border troops of the Commonwealth on the basis of the independent expenditure item in the budget of Border troops of the Commonwealth.

Scientifically - to perform the research and developmental works performed for the benefit of Border troops of the Commonwealth and own Border troops of the states of the Commonwealth on contractual basis.

Article 10

The agreement becomes effective from the moment of its signing.

It is made in the city of Tashkent on May 15, 1992 in one authentic copy in Russian. The authentic copy is stored in archive of the Government of the Republic of Belarus which will send to the states which signed this agreement, its verified copy.
