About demographic safety of the Republic of Belarus

This Law establishes legal and organizational basis of ensuring demographic safety.
In this Law the following basic concepts and their determinations are used:
demographic safety - condition of security of social and economic development of the state and society from demographic threats under which development of the Republic of Belarus according to its national demographic interests is provided;
demographic threats - the demographic phenomena and tendencies which social and economic consequences make negative impact on sustainable development of the Republic of Belarus;
national demographic interests - set of the balanced demographic interests of the state, society and personality on the basis of constitutional rights of citizens of the Republic of Belarus;
demographic interests of the state and society - forming like reproduction of the population which main characteristic features are lack of depopulation, consciously regulated birth rate directed to complete replacement of parent generations, steadily decreasing death rate and increase in life expectancy, progressive age and sex structure of the population, optimum internal and external migratory processes, strengthening of family as the social institute optimum for realization of the developed need for children, their education;
demographic interests of the personality - forming of the conditions providing healthy and long life, complete realization of the existing individual need for children, freedom of territorial movements;
population policy - the activities of republican state bodies and social institutes directed to creation of steady quantitative and high-quality parameters of reproduction of the population;
the reproductive rights - opportunity for all married couples and individuals it is free to make the decision concerning the number of the children, intervals between their birth, time of their birth and to have for this purpose necessary information and means.
The legislation of the Republic of Belarus on demographic safety is based on the Constitution of the Republic of Belarus and consists of this Law and other acts of the legislation of the Republic of Belarus.
Demographic threats are:
depopulation;
aging of the population;
non-regulated migratory processes;
degradation of institute of family.
Demographic threats are determined by the following indicators:
net - coefficient of reproduction of the population;
in depopulation coefficient;
in total coefficient of birth rate;
in mortality indexes of working-age population, including in mortality indexes of men and women of working-age;
the expected duration of the forthcoming life;
in coefficient of aging of the population;
balance of migratory exchange between the city and rural zone, including on sex, age, the education level;
number of illegal migrants;
in coefficients of brachnost and razvodimost.
The list and indicators of demographic threats are reviewed by the Government of the Republic of Belarus in connection with changes of demographic situation.
The government of the Republic of Belarus provides yearly settlement of indicators of demographic threats in the Republic of Belarus and development of evidence-based sizes of indicators of the demographic threats determining their maximum permissible level for preserving demographic safety.
The basic principles of ensuring demographic safety are:
independence of the Republic of Belarus in the choice of forms and methods of impact on development of demographic processes;
priority of national demographic interests in case of respect for the conventional principles of international law, human rights and respect of religious, ethnic values and cultural foundations of the population;
knowledge of society of demographic threats, their consequences and the measures taken for ensuring demographic safety.
The purpose of demographic safety is creation of the conditions sufficient for the prevention and neutralization of demographic threats.
The main objectives of ensuring demographic safety are:
improvement of social and economic conditions of activity of the population;
step-by-step providing and enhancement of the state minimum social standards in the field of compensation, provision of pensions, educations, health cares, cultures, housing-and-municipal servicing, social support and social servicing;
optimization of external and internal migration flows of the population;
counteraction of illegal migration;
assistance to voluntary return of Belarusians on the ethnic homeland (in the birthplace);
stimulation of attraction and fixing of specialists in the rural zone;
forming of high spiritual and moral standards of citizens in the field of the family relations, increases in prestige of family in society;
providing the reproductive rights of citizens and assistance to forming of high reproductive requirements of the population.
Public administration in the field of ensuring demographic safety is exercised of the President of the Republic of Belarus, the Government of the Republic of Belarus, republican state bodies and their territorial authorities, local councils of deputies, executive and administrative organs and other specially authorized republican state bodies within their competence according to regulatory legal acts of the Republic of Belarus.
The government of the Republic of Belarus in the field of ensuring demographic safety:
determines state policy in the field;
approves state programs in the field of ensuring demographic safety;
exercises control of activities of republican state bodies in the field;
provides enhancement of the legislation in the field of the population and demographic safety;
develops intergovernmental cooperation in the field;
performs other powers according to regulatory legal acts of the Republic of Belarus.
The Ministry of Labour and Social Protection of the Republic of Belarus in the field of ensuring demographic safety within the competence:
performs monitoring of demographic safety in the Republic of Belarus and determines extent of demographic threats;
