Agreement on the principles of completing of Border troops of the Commonwealth and passing to them of military service

of May 15, 1992

The State Parties of the Commonwealth of Independent States, the hereinafter referred to as "State Parties of the Commonwealth",

proceeding from the fact that the State Parties of the Commonwealth create Border troops of the Commonwealth, own Border troops and the Joint command of Border troops

being guided by the fact that use of the developed system of training of Border troops is methodically justified and it is economically reasonable,

agreed as follows:

Article 1

The State Parties of the Commonwealth shall perform the approved actions aimed at providing uniform procedure for appeal, completing and passing of military service in Border troops of the Commonwealth, observing at the same time the following principles:

1. Establishment of military age from 18 to 27 years;

2. Combination of compulsory military service at the call of with military service of soldiers, sailors, sergeants and foremen under the contract;

3. Establishment of duration of compulsory military service at the call of for:

sailors and foremen of sea parts - 2 years with establishment of additional benefits, compensations for the increased term of military service;

the soldiers, sailors, sergeants and foremen having the higher education - 1 year;

other soldiers and sergeants - 1 year and 6 months;

4. Implementation of appeal of citizens on compulsory military service, sending them in troops and transfer to the reserve two times a year: in the apreleiyena and October-December;

5. Completing of Border troops of the Commonwealth on the basis of combination of the territorial and exterritorial principle according to the legislation of the State Parties of the Commonwealth.

6. Preserving the existing procedure for training of specialists for Border troops of the Commonwealth in the existing system preinduction (initial military) training of youth and training of specialists for the Joint Armed Forces of the Commonwealth.

Article 2

The appeal of citizens for passing of compulsory military service by them in Border troops of the Commonwealth is performed by the procedure established by the Agreement of the State Parties of the Commonwealth for the Joint Armed Forces of the Commonwealth of March 20, 1992 and also this agreement and the legislation of the State Parties of the Commonwealth through the existing system of appeal.

Article 3

The State Parties of the Commonwealth do not interfere with citizens to pass military service in Border troops of the Commonwealth and in own Border troops of the states on voluntary basis or under the contract.

Article 4

The procedure for passing of military service by the military personnel in Border troops of the Commonwealth is established by Council of heads of states for representation of the Commander-in-chief of Border troops taking into account the legislation of the State Parties of the Commonwealth.

Article 5

The State Parties of the Commonwealth recognize need of use and development of the available system of preparation of military personnel for ensuring need for them of Border troops of the Commonwealth and own Border troops.

Training for Border troops of the Commonwealth and own Border troops of the states is performed on contractual basis according to orders of the Commander-in-chief of Border troops and commanders of own Border troops of the states.

Article 6

Military personnel can be transferred from their consent (is recalled) for further service from Border troops of the Commonwealth to own Border troops and vice versa with exception of lists of staff under approval between the Commander-in-chief of Border troops and commanders of own Border troops.

The procedure for transfer (sending out on business) for the military personnel in these cases is established by the separate Protocol between the Commander-in-chief of Border troops and commanders of own Border troops.

Article 7

The State Parties of the Commonwealth recognize need of preserving for Border troops of the Commonwealth of the established military ranks for the military personnel to the general inclusive and the existing procedure for assignment of military ranks, decrease in military rank, deprivations of military rank and recovery in military rank.

At the same time assignment of military ranks of officers in Border troops of the Commonwealth is made:

the first officer rank, military colonelcy and to it equal, military rank ahead of schedule one step above the military rank provided on occupied regular dolzhnostiglavnokomanduyushchy by Border troops;

to the captain inclusive - the ordering groups of Border troops, top military commanders of boundary districts;

to the lieutenant colonel and to it equal inclusive - first deputies of Glavnokomanduyushchego Border troops and the deputy Glavnokomanduyushchego Border troops on personnel;

military ranks of the highest officers to generalpolkovnik and to it equal inclusive - Heads of states of stay on representation of the Joint command of Border troops;

the general and to it equal - Council of heads of states of the Commonwealth for representation of the Joint command of Border troops.

Article 8

Appointment of persons of officers of Border troops of the Commonwealth to command positions and release them from posts is made:

commanders of groups of Border troops, top military commanders of boundary districts - with the consent of the Head of state prebyvaniyaglavnokomanduyushchy Border troops;

the chief of Academy of border troops, chiefs of boundary schools, chiefs of boundary groups, chiefs of separate groups of border control, chiefs of separate check-points of 1 category, commanders of separate aviation regiments, commanders of separate crews of the boundary patrol gun boats equal to them above - the Commander-in-chief of Border troops in coordination with the Joint command of Border troops.

Article 9

Rewarding of the military personnel of Border troops of the Commonwealth with awards, medals and assignment of the honorary titles established by the State Parties of the Commonwealth will be made on representation of the Commander-in-chief of Border troops, commanders of groups of Border troops, and in own Border troops of the states according to the legislation of these states.

Article 10

The agreement becomes effective from the moment of its signing.

It is made in Tashkent on May 15, 1992 in one authentic copy in Russian. The authentic copy is stored in archive of the Government of the Republic of Belarus which will send to the states which signed this agreement, its verified copy.
