1. Give to Russian State Library federal state institution the status of the basic organization of the State Parties of the Commonwealth of Independent States for cooperation in the field of library science.

2. Approve Regulations on the basic organization of the State Parties of the Commonwealth of Independent States for cooperation in the field of library science it (is applied).

3. The decision becomes effective from the date of its signing, and for the State Parties which legislation requires accomplishment of the interstate procedures necessary for its entry into force, - from date of delivery of the relevant documents to depositary.

It is made in the city of Dushanbe on May 25, 2006 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Regulations on the basic organization of the State Parties of the Commonwealth of Independent States for cooperation in the field of library science

I. General provisions

1.1. The basic organization of the State Parties of the Commonwealth of Independent States for cooperation in the field of library science (further - the Basic organization) is created according to the Concept of forming of single (general) educational space of the Commonwealth of Independent States approved by the Decision of Council of CIS Heads of Government of January 17, 1997 and the Agreement on cooperation on forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997 for the purpose of scientific, organizational, educational and methodical support of specialists in library science and preserving national and cultural property of the State Parties of the Commonwealth of Independent States (further - the CIS or the Commonwealth), retrainings and advanced trainings of specialists in the field of library science taking into account requirements of integration economic development of the emergent market of work of the State Parties of the Commonwealth.

1.2. The status of the Basic organization is given to Russian State Library federal state institution.

1.3. In the activities the Basic organization is guided by fundamental documents of the Commonwealth, international treaties, decisions of Council of heads of states, Council of Heads of Government, CIS Economic Council, and also this Provision

1.4. The basic organization performs the activities in close interaction with Executive committee of the Commonwealth of Independent States and if necessary with bodies of industry cooperation of the CIS.

II. Activities

The main activities of the Basic organization are:

* providing in close interaction with libraries of the State Parties of the CIS of collection and preserving universal fund of material objects with information fixed on them in the form of the text, the sound recording or the image intended for transfer in time and space for the purpose of storage and public use, satisfaction of universal information requirements of the population of the State Parties of the CIS for the benefit of development of information and library space and cultures of the people of the State Parties of the CIS;

* retraining of specialists in the field of library science, and also implementation of the educational programs of the higher and life-long professional education developed taking into account national specifics of the State Parties of the CIS;

* advanced training of leading employees and specialists by the organization of different forms of postgraduate education (postgraduate study) and additional professional education, the organization of conferences, training, etc.;

* carrying out joint scientific research in the field of library science, development and realization of joint projects and programs for the most urgent problems of development of library science and implementation of international library experience and use of new technologies;

* for the purpose of development of system of servicing of the population of the State Parties of the CIS irrespective of the place of residence, national and language identity;

* development and deepening of cooperation with library organizations, scientific and research organizations of the State Parties of the CIS for the purpose of creation of information, intellectual and library space of the Commonwealth;

* development of problems of completing of libraries and cataloguing, development of system of the interlibrary subscription (MBA) and international interlibrary subscription (MMBA), questions of safety and restoration of library stocks, etc.;

* development, approbation and distribution of educational and methodical and research materials, carrying out basic and applied researches.
