About the state target programs

This Law determines bases of development, approval and accomplishment of the state target programs.

Section I. General provisions

Article 1. Determination and types of the state target programs

The state target program is complex of the interconnected tasks and actions which are directed to the solution of the most important problems of development of the state, separate industries of economy or administrative and territorial units, are performed with use of means of the Government budget of Ukraine and are approved on accomplishment terms, cast, resource providing.

The state target programs share on:

nation-wide programs of economic, scientific and technical, social, national and cultural development, environmental protection (further - nation-wide programs) are programs which cover all territory of the state or significant amount of its regions, have the long-term period of accomplishment and are performed central and local executive bodies;

other programs which purpose is the solution of separate problems of development of economy and society, and also problems of development of separate industries of economy and administrative and territorial units which need the state support.

Article 2. Purpose and main conditions of development of the state target programs

The purpose of development of the state target programs is assistance of realization of state policy on the priority directions of development of the state, separate industries of economy and administrative and territorial units; ensuring concentration of financial, material, other resources, potential and scientific and technical production, and also coordination of activities central and local executive bodies, the companies, organizations and the organizations for the solution of the most important problems.

The state target program is developed in case of set of the following conditions:

existence of problem which solution is impossible means of territorial or branch management and needs the state support, coordination of activities central and local executive bodies and local government bodies;

program purpose compliance to the priority directions of state policy;

need of ensuring cross-industry and interregional communications of technology connected industries and productions;

availability of real possibility of resource ensuring accomplishment of the program.

Article 3. Classification of the state target programs

The state target programs are divided by the orientation on:

the economic, directed to the solution of complex industry and cross-industry problems productions, increase in its efficiency and quality characteristics, ensuring resource-saving, creation of new productions, development of production cooperation;

scientific which purpose is ensuring accomplishment of basic researches in the field of natural, social and technical science;

scientific and technical, developed for the solution of the most important scientific and technical problems, creation of essentially new technologies, means of production, materials, other knowledge-intensive and competitive products;

the social, providing the problem resolution increases in level and quality of life, unemployment problems, strengthening of social protection of the population, improvement of working conditions, development of health care and education;

national and cultural, directed to the problem resolution of national and cultural development, preserving national cultural heritage, satisfaction of intellectual and spiritual needs of the person;

ecological which purpose is implementation of nation-wide nature protection actions, the prevention of catastrophic crashes of ecological nature and liquidation of their effects;

defense which are developed for the purpose of strengthening of defense capability of the state;

law-enforcement, aimed at providing law-enforcement activities, fight against crime and state security.

concerning intelligence activities, concerning strengthening of prospecting opportunities of the state;

The state target programs can be directed to the solution of other problems, including regional development which have the state value.

Article 4. The state target programs in planning system and forecasting of economic and social development of Ukraine

Actions, tasks and indicators of the state target programs:

are considered in case of creation of the draft of the Government budget of Ukraine for the corresponding year by determination by the main managers of budgetary funds of amounts of expenses on their realization as a part of budget programs and inclusion by the central executive body which provides forming state financial the politician of the corresponding budget requests to offers of the draft of the Government budget of Ukraine.

Actions, tasks and indicators of the state target programs aimed at the development of separate administrative and territorial units join in programs of economic and social development of the Autonomous Republic of Crimea, areas, areas, cities for the corresponding year.

The list of the state target programs which are going to be executed in the corresponding year with use of means of the Government budget of Ukraine is submited the Verkhovna Rada of Ukraine together with the bill on the Government budget of Ukraine for the corresponding year.

Section II. Development and accomplishment of the state target programs

Article 5. Main stages of development and accomplishment of the state target program

The main stages of development and accomplishment of the state target program are:

initiation of development of the state target program, development and public discussion of the concept of the program;

approval of the concept of the program and decision making about project development of the program, determination of the state customer and terms of its development;

project development of the program - determination of actions and tasks which are offered for inclusion in it, and also amounts and financing sources;

strategic ecological assessment in the cases determined by the Law of Ukraine "About strategic ecological assessment";

state examination of the draft of the program;

approval and approval of the program;

carrying out competitive selection of contractors of actions and tasks of the program;

organization of accomplishment of actions and tasks of the program, control of their accomplishment;

preparation and assessment of annual reports on results of accomplishment of the program, and in case of need - interim statements;

preparation and publication in official printing publications of the final report about results of accomplishment of the program.

The procedure for development and accomplishment of the state target programs affirms the Cabinet of Ministers of Ukraine.
