About the Public special service of transport

This Law determines the status, the legal basis of the organization, the main objectives and functions of the Public special service of transport in system of the Ministry of Defence of Ukraine, and also measure for legal and social protection of its staff.

Section I. General provisions

Article 1. Tasks of the Public special service of transport

The public special service of transport is to specialized military forming which is a part of the system of the Ministry of Defence of Ukraine, intended for ensuring steady functioning of transport in peace time and during the special period.

The main objectives of the Public special service of transport are:

technical cover, recovery, establishment of obstacles on objects of national transport system of Ukraine for the purpose of ensuring activities of the Armed Forces of Ukraine and other military forming formed according to the laws of Ukraine;

construction and repair in peace time and in the conditions of warlike situation new and increase in useful life and handling capacity of the operating objects of national transport system;

recovery of the transport communications broken as a result of emergency situations of technogenic and natural nature, accidents and catastrophic crashes;

protection of objects of national transport system of Ukraine in peace time and during the special period;

accomplishment of other tasks connected with participation in defense of the state and ensuring effective functioning of national transport system of Ukraine.

Understand set of kinds of vehicles and branched infrastructure for rendering all complex of transport services as objects of national transport system of Ukraine.

Article 2. Main functions of the Public special service of transport

The main functions of the Public special service of transport are:

in peace time:

organization, planning and work for technical cover and recovery of objects of national transport system of Ukraine;

carrying out planned works on construction new and to increase in useful lives and handling capacity of the operating objects of national transport system of Ukraine;

participation in mitigation of consequences of accidents, catastrophic crashes, the fires, natural disaster on transport communications, carrying out in need of rescue and other immediate works in dangerous areas as a result of emergency situations of technogenic, natural and ecological nature;

maintenance in condition of permanent readiness of capacity of the Public special service of transport for accomplishment of tasks during the special period, including preserving, accumulating and timely replacement of the special equipment and other material resources in emergency ration and mobilization reserve, creation of reserve of the trained human resources for the special period and for the purpose of performance of works on accident elimination and catastrophic crashes, during emergency situations of technogenic and natural nature, and also the solution of other tasks in the sphere of defense connected with use of objects of national transport system of Ukraine;

conducting mine clearing of explosive objects on objects of national transport system of Ukraine with attraction in case of need divisions of the Armed Forces of Ukraine and the central executive bodies providing forming and realizing state policy in the sphere of civil protection;

during the special period:

ensuring permanent readiness of divisions of the Public special service of transport for accomplishment of the tasks assigned to them;
