The Verkhovna Rada of Ukraine decides:

1. Approve the Basic principles of development of information society in Ukraine for 2007 - 2015 which are applied.

2. To the Cabinet of Ministers of Ukraine:

develop the mechanism of realization of tasks on development of information society in Ukraine for 2007 - 2015;

prepare and submit offers on introduction of amendments to the laws of Ukraine following from this Law for consideration of the Verkhovna Rada of Ukraine;

in six-months time from the date of entry into force of this Law to bring the regulatory legal acts into accord with this Law.

3. This Law becomes effective from the date of its publication.

The basic principles of development of information society in Ukraine for 2007 - 2015

I. General provisions

One of the main priorities of Ukraine is the aspiration to construct the information society oriented to interests of people, opened for all and aimed at the development in which everyone could create and accumulate information and knowledge, to have to them open entry, to use and exchange them to give the chance to each person fully to realize the potential, promoting social and personal development and increasing quality of life.

Ukraine has own history of development of basic bases of information society: activities of world famous school of cybernetics; forming in the early nineties last century of the concept and program of informatization; creation of various information and communication technologies (further - ICT) and nation-wide information-analytical systems of different level and assignment.

Certain legal basis of creation of information society is during this time created: number of the regulatory legal acts governing, in particular, the public relations on creation of information electronic resources, protection of intellectual property rights on these resources, to introduction of electronic document management, information protection is accepted.

Ukraine prepares and has significant amount of highly qualified specialists in ICT, mathematics, cybernetics; in the country the park of the computer equipment, modern systems and means of telecommunication, communication grows constantly and is updated; extent of informatization of the bank sphere is high.

These and other premises give the grounds to consider that the domestic market of ICT is in condition of active formation and under certain conditions can become the base of development of information society in Ukraine.

At the same time extent of development of information society in Ukraine in comparison with world tendencies is insufficient and does not correspond to the potential and opportunities of Ukraine as:

there is no coordination of efforts of the state and private sectors of economy for the purpose of effective use of the available resources;

efficiency of use of the financial, material, personnel resources directed to informatization, implementation of ICT to the social and economic sphere, in particular in agricultural industry is low;

there is lagging in implementation of technologies of electronic business, the electronic exchanges and auctions, electronic depositaries, use of non-cash payments for goods and services etc.;

level of informatization of separate industries of economy, some regions of the state is low;

development of regulatory framework of the information sphere insufficient;

creation of infrastructure for provision by public authorities and local government bodies to legal entities and physical persons of information services happens to use of the Internet slowly;

level of computer and information literacy of the population is insufficient, introduction of new training methods using modern ICT - slow;
