The government of the Russian Federation and the Government of the Republic of Kazakhstan which are hereinafter referred to as with the Parties

being guided by aspiration to further development and strengthening of the friendship existing between both states

considering interest of the Parties in providing with presidential and government communication management officials of the Russian Federation and the Republic of Kazakhstan in case of their flights by special airplanes over the territories of both states,

agreed as follows:

Article 1

The parties will render each other assistance in providing with presidential and government communication management officials of the Russian Federation and the Republic of Kazakhstan in case of their flights by special airplanes over the territories of both states.

The organization of such bonds is made according to regulations of the Agreement between the State Parties of the Commonwealth of Independent States on safety of the cryptography tools of May 15, 1992 and the Protocol to it of February 11, 1993.

Article 2

The competent organizations of the Parties responsible for providing and technical operation of presidential and government communication when flying by special airplanes of management officials of the Russian Federation and the Republic of Kazakhstan are: in the Russian Federation - Federal Guard Service of the Russian Federation and the Federal Agency of Government Communications and Information in case of the President of the Russian Federation, and in the Republic of Kazakhstan - Committee of homeland security.

Article 3

The order of interaction when providing with presidential and government communication management officials of the Russian Federation and the Republic of Kazakhstan in case of their flights by special airplanes over the territories of the Russian Federation and the Republic of Kazakhstan is developed and affirms the competent organizations of the Parties.

Article 4

Payment of the expenses connected with providing management officials of the Russian Federation with presidential and government communication in case of their flights by special airplanes over the territory of the Republic of Kazakhstan is made by the Russian Side, and the expenses connected with providing management officials of the Republic of Kazakhstan with presidential and government communication in case of their flights by special airplanes over the territory of the Russian Federation - the Kazakhstan Side.

The calculations and payments connected with accomplishment of this agreement will be made according to the agreements existing between the Parties on the maturity day.

Article 5

Office negotiations of technicians when providing with presidential and government communication management officials of the Russian Federation and the Republic of Kazakhstan during their flights by special airplanes over the territories of the Russian Federation and the Republic of Kazakhstan are conducted in Russian.

Article 6

The parties will resolve all matters of argument which can arise in connection with interpretation and application of this agreement, by negotiations and consultations. As agreed by the parties changes and additions can be made to this agreement.

Article 7

This agreement becomes effective in day of its signing and will remain in force before the expiration of three months from the date of when one of the Parties reports to other Party in writing about the intention to stop its action.
