About the priority directions of development of science and technology
This Law determines legal and organizational basis of complete system of forming and realization of the priority directions of development of science and technology in Ukraine.
The legal basis of forming and realization of the priority directions of development of science and technology is the Constitution of Ukraine, the laws of Ukraine "About scientific and scientific and technical activities", "About the state forecasting and development of programs of economic and social development of Ukraine".
In this Law terms are used in such value:
the priority directions of development of science and technology - it is scientific, economically and socially reasonable directions of scientific and technical development for the long-term period (over 10 years) to which priority state support for the purpose of forming of the effective sector of scientific research and scientific and technical developments for providing competitiveness of national production, stable development, homeland security of Ukraine and improvement of quality of life of the population is provided;
the priority thematic directions of scientific research and scientific and technical developments - the directions of basic and applied scientific research and scientific and technical developments which are determined for the medium-term period (up to 5 years) within the priority directions of development of science and technology for the purpose of ensuring their realization.
Determine the priority directions of development of science and technology for the period till 2023:
1) basic scientific research on the most important problems of development of scientific and technical, social and economic, social and political, human potential for providing competitiveness of Ukraine in the world and stable development of society and the state;
2) information and communication technologies;
3) power and energy efficiency;
4) rational environmental management;
5) sciences about lives, new technologies of prevention and treatment of the most widespread diseases;
6) new substances and materials.
The Cabinet of Ministers of Ukraine based on recommendations of National council of Ukraine concerning development of science and technologies with involvement of National academy of Sciences of Ukraine, national industry academies of Sciences, central executive bodies develops for forming of the priority directions of development of science and technology and performs the state target program of forecasting of scientific and technological and innovative development of Ukraine according to the Law of Ukraine "About the state target programs".
The priority directions of development of science and technology prepared according to the state target program of forecasting of scientific and technological and innovative development of Ukraine are discussed by scientific community and according to the decision of the Cabinet of Ministers of Ukraine move in the Verkhovna Rada of Ukraine for adjustment of the priority directions of development of science and technology, certain article 3 of this Law, or their replacement
To each of the priority directions of development of science and technology by the Cabinet of Ministers of Ukraine such materials move:
reasons for need of acceptance of the priority direction, the expected results and their influence on economy of Ukraine;
assessment of scientific and technical potential and schools of sciences which will be involved in realization of the priority direction, assessment of the existing objects of intellectual property right and scientific results which will be the basis for realization of the priority direction;
offers to the priority thematic directions of scientific research and scientific and technical developments, determination of specialists and basic scientific institutions which shall perform scientific and technical maintenance of the priority direction;
the concept of realization of the priority direction and assessment of financial, material resources which shall be attracted to its realization.
The priority directions of development of science and technology affirm the Verkhovna Rada of Ukraine by introduction of amendments to article 3 of this Law.
Realization of the priority directions of development of science and technology is provided by development and accomplishment in certain priority thematic directions of scientific research and scientific and technical developments of the state target programs, the state order on scientific and technical products, preparation of scientific personnel, information and material logistics of scientific research and scientific and technical developments.
The list of the priority thematic directions of scientific research and scientific and technical developments is created by the central executive body providing forming of state policy in the field of science with the assistance of other interested central executive bodies, National academy of Sciences of Ukraine and national industry academies of Sciences based on results of the state target program of forecasting of scientific and technological and innovative development of Ukraine and affirms the Cabinet of Ministers of Ukraine within six months from the date of entry into force of article 3 of this Law.
The list of the priority thematic directions of scientific research and scientific and technical developments by results of their realization can be adjusted during effective period of the priority directions of development of science and technology.
Adjustment of the priority thematic directions of scientific research and scientific and technical developments performs the Cabinet of Ministers of Ukraine on representation of the central executive body providing forming of state policy in the field of science according to recommendations of National council of Ukraine concerning development of science and technologies.
Amounts of funds which are allocated for realization of each of the priority directions of development of science and technology are annually determined by the law on the Government budget of Ukraine.
