The Cabinet of Ministers of Ukraine decides:

1. Approve applied:

Procedure for education and activities of the commissions on conducting examination of value of documents;

Procedure for reference of documents of National Archive Fund to unique, their accounting and storage.

2. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of November 16, 2002 No. 1739 "Some questions of forming and functioning of National Archive Fund" (The Official Bulletin of Ukraine, 2002, No. 47, the Art. 2127).

Procedure for education and activities of the commissions on conducting examination of value of documents

General part

1. This Procedure determines the procedure of formation of the commissions on conducting examination of value of documents and the organization of their activities.

2. Terms which are used in this Procedure have the following value:

examination of value of documents - comprehensive study of documents for the purpose of their entering into National Archive Fund or withdrawals from it, carrying out money value of documents of marked-out Fund, their reference to unique and establishments of storage durations of documents which are not subject to entering into Fund;

completing zone - administrative and territorial unit in which there are legal entities, including their separate divisions which according to the decision of expert survey board of the Public Records Office are brought in sources of forming of National Archive Fund (further - separate divisions), and physical persons, and (or) the sphere of the public relations to which powers of the Public Records Office extend (archives department district, district in Kiev and Sevastopol the state administrations, city council);

sources of forming of National Archive Fund legal entities, their separate divisions) or the physical persons who are obrazovatel or owners of documents of Fund.

3. Expertize of value of documents is carried out expert and expert survey boards with participation of the owner of documents or person authorized by it.

4. Entering of documents into National Archive Fund is performed based on the decision of expert survey board on approval of the description of cases of permanent storage and its approval in the established Ukrgosarkhivy procedure.

5. Withdrawal from National Archive Fund of documents is carried out according to the decision of expert survey board approved with the Central expert survey board Goszhkomarkhiva.

6. It is forbidden:

historicism - accounting of feature of time and the place of creation of documents, general historical context;

thoroughness and complexity - studying of the relevant documents taking into account their place in complex of other documents.

8. Expertize of value of documents is carried out by such criteria:

origin - functional purpose of the legal entity its separate division (fondosozdatel), value of physical person (fondosozdatel) in lives of society, time and the place of creation of the document;

content - the importance of information which contains in the document (uniqueness and typicalness), its repeating in other documents, document type, originality;

external signs - form of fixing and transfer of content, assurance and features of execution of the document, condition of its safety.

Formation of the commissions on conducting examination of value of documents

9. For the organization of work on examination of value of documents the commissions on conducting examination of value of documents which treat are formed:

Central expert survey board Ukrgosarkhiva;

expert survey boards of the central and industry Public Records Offices, National academy of Sciences, the Public Records Office of the Autonomous Republic of Crimea, the Public Records Offices of areas, of Kiev and Sevastopol (further - expert survey boards);

commissions of experts of archives departments district, district in Kiev and Sevastopol the state administrations, city councils, and also commissions of experts of state bodies, local government bodies, companies, organizations and organizations irrespective of pattern of ownership, public associations, the religious organizations, their separate divisions (further - commissions of experts);

share procurement commissions of the museums which are in the state-owned or utility property (daleefondovo-procurement commissions);

10. Regulations on the commissions on conducting examination of value of documents and their structure claim:
