About the state forecasting and development of programs of economic and social development of Ukraine

This Law determines the legal, economic and organizational principles of forming of complete system of forecast and program documents of economic and social development, separate industries of economy and separate administrative and territorial units as component of general system of state regulation of economic and social development of the state. The law establishes general procedure for development, approval and accomplishment of the specified forecast and program documents of economic and social development, and also the right and responsibility of participants of the state forecasting and development of programs of economic and social development of Ukraine.

Section I. GENERAL PROVISIONS

Article 1. Determination of terms

In this Law the stated below terms are used in the following value:

the state forecasting of economic and social development - evidence-based anticipation of the directions of development of the country, separate industries of economy or separate administrative and territorial units, possible state of the economy and the social sphere in the future, and also alternative ways and terms of achievement of parameters of economic and social development. The forecast of economic and social development is means of reasons for the choice of this or that strategy and adoption of specific decisions by state bodies, local government bodies on regulation of social and economic processes;

programs of economic and social development - the state target programs of economic, social development, the program of economic, social development of the Autonomous Republic of Crimea, areas, areas, cities;

forecast and program documents of economic and social development - the documents meeting the requirements of the legislation of Ukraine about documents and displaying forecasts and programs of economic and social development;

participants of the state forecasting and development of programs of economic and social development - the public authorities developing, claiming and performing forecast and program documents of economic and social development namely: The Cabinet of Ministers of Ukraine, the central executive body which provide forming and realize state policy in the sphere of economic and social development, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, local public administrations and local government bodies.

Article 2. Principles of the state forecasting and development of programs of economic and social development

The basic principles on which the state forecasting and development of programs of economic and social development is based are:

the principle of integrity which is provided with development of mutually agreed forecast and program documents of economic and social development of Ukraine, separate industries of economy and separate administrative and territorial units for the short and medium-term periods and for longer period;

the principle of objectivity which consists that forecast and program documents of economic and social development are developed on the basis of these bodies of the state statistics of the central executive body which provide forming and realize state policy in the sphere of economic and social development, others central and local executive bodies, local government bodies, and also reporting data from official publications of the National Bank of Ukraine;

the principle of scientific character which is provided with development of forecast and program documents of economic and social development on scientific basis, continuous improvement of methodology and use of international experience in the field of forecasting and development of programs of economic and social development;

the principle of publicity which consists that forecast and program documents of economic and social development are available to the public. Informing on the purposes, priorities and indicators of these documents provides subjects of business activity with necessary reference points for planning of own productive activity;

the principle of independence which consists that local executive bodies and local government bodies within the powers are responsible for development, approval and accomplishment of forecast and program documents of economic and social development of the corresponding administrative and territorial units. Forecasting and development of programs of economic and social development provides coordination of activities of executive bodies and local government bodies;

the principle of equality which consists in observance of the rights and accounting of interests of local self-government and subjects of managing of all patterns of ownership;

the principle of respect for state interests which consists that executive bodies and local government bodies shall perform development of forecast and program documents of economic and social development proceeding from need of ensuring realization of nation-wide social and economic policy and economic safety of the state.

Article 3. Legislation on the state forecasting and development of programs of economic and social development

The legal basis of the state forecasting and development of programs of economic and social development is the Constitution of Ukraine, this Law, other laws of Ukraine and subordinate regulatory legal acts adopted in their execution.

Section II. FORECAST AND PROGRAM DOCUMENTS of ECONOMIC AND SOCIAL DEVELOPMENT

Article 4. System of forecast and program documents of economic and social development

The system of forecast and program documents of economic and social development consists from:

forecasts of economic and social development of Ukraine for the average and short-term periods;

forecasts of development of separate industries of economy for the medium-term period;

nation-wide programs of economic, social development of other state target programs;

forecasts of economic and social development of the Autonomous Republic of Crimea, areas, areas and cities for the medium-term period;

programs of economic and social development of the Autonomous Republic
The Crimea, areas, areas and the cities for the short-term period;

The state program of economic and social development of Ukraine for the short-term period;

forecasts of economic and social development of the Autonomous Republic of Crimea, areas, areas and cities for the medium-term period;

programs of economic and social development of the Autonomous Republic of Crimea, areas, areas and the cities for the short-term period;

forecasts of development of separate industries of economy for the medium-term period;

development programs of separate industries of economy.
