About the State Emblem of Turkmenistan
This Law establishes the status of the State Emblem of Turkmenistan as symbol of the government of Turkmenistan which united ancient cultural heritage of ancestors of the Turkmen people great Oguz of the khan and the Great seldzhukid which created the powerful empire and exerted noticeable impact on development of humanity. This Law regulates procedure for application of the image of the State Emblem of Turkmenistan.
Article 1. The State Emblem of Turkmenistan is symbol of the government of Turkmenistan.
Article 2. The State Emblem of Turkmenistan represents octahedron of green color with yellow-golden border in which two circles of blue and red colors are entered.
Circles are divided among themselves by yellow-golden strips of identical width.
On green background of octahedron around red circle basic elements of national wealth and symbolics of the state are represented:
in the lower part - seven opened five-folding boxes of white cotton with green leaves;
in middle part - ears of wheat of yellow-golden color, on two ears from each party of the coat of arms;
in the upper part - half moon with five five-pointed stars of white color.
On ring strip of red circle of 2 diameters in size of blue circle five main carpet gels are represented clockwise: to akhalteka, salyr, ersara, chovdur, yonut which symbolize friendship and unity of the Turkmen people.
In small circle of the coat of arms the achaltekin horse, being national pride of the Turkmen people, standard of magnificent beauty is represented.
Article 3. The image of the State Emblem of Turkmenistan is located:
on buildings of the Presidential Palace, Hulk Maslakhata, Majlis, Cabinet of Ministers, the ministries, state committees, local executive bodies and local government bodies, kazyet, other public authorities of Turkmenistan;
in assembly halls of the President, Hulk Maslakhata, Majlis, the Cabinet of Ministers, local executive bodies and local government bodies, kazyet of Turkmenistan, and also in rooms of solemn registration of scrap, the birth and other acts of civil status;
on the passports of citizens of Turkmenistan and other official state documents issued to citizens;
on seals, forms of acts and other documents of the President, Hulk Maslakhata, Majlis, Cabinet of Ministers, ministries, state committees, local executive bodies and local government bodies, kazyet, offices of notary public and other public authorities of Turkmenistan;
on official publications of the President of Turkmenistan, Hulk Maslakhata of Turkmenistan, Majlis of Turkmenistan, Cabinet of Ministers of Turkmenistan and their bodies;
on government securities;
By the Cabinet of Ministers of Turkmenistan also other cases of placement of the image of the State Emblem of Turkmenistan can be provided.
Placement of the State Emblem of Turkmenistan with violation of requirements of this Law attracts the responsibility established by the legislation of Turkmenistan.
Article 4. The reproduced image of the State Emblem of Turkmenistan, irrespective of its size, always shall correspond in accuracy to the color or monophonic (not color) image established by this Law.
Article 5. The procedure for production, use, storage and destruction of seal with the image of the State Emblem of Turkmenistan is determined by the Cabinet of Ministers of Turkmenistan.
Article 6. Declare invalid the Law of Turkmenistan from 19 Baydak 1992 "About the State Emblem of Turkmenistan".
