About land and cartographic activities

Section I. General provisions

Article 1. Determination of the main terms

In this Law the stated below terms are used in such value:

geodetic network - set of geodetic Items;

geodetic Item - the device and (or) construction for designation on the area of points of the land surface with the known coordinates and heights;

the state geodetic network - the network of geodetic Items providing distribution of coordinates on the territory of the state and being initial for creation of other geodetic networks;

cadastral surveys - complex of the works directed to studying of necessary topographical elements of the area concerning Items of geodetic network (in particular borders of the parcels of land with their names, quantitative and qualitative indexes) and drawing them on the tablet for creation of plans (cards) forming the basis for inventories;

cartographic monitoring - system of continuous observation of the land surface for the purpose of cartographic studying of condition of the area;

the land and cartographic deyatelnostnauchny, productive and management activity directed to determination of parameters of figure, gravitational field of Earth, coordinates of points of the land surface and their changes in time, creation and use of the state geodetic and gravimetric networks of Ukraine, network of permanent stations of satellite observation, topographic, thematic maps (plans), creation and updating of the cartographic basis for the state inventories, banks (bases) of geospatial data and geographic information systems;

land and cartographic works - process of creation of geodetic, topographical and cartographic materials, data, land and cartographic products;

results of land and cartographic activities - geodetic, topographical, cartographic materials, products, information and so forth.

The term "geospatial data" is used in the value given in the Law of Ukraine "About national infrastructure of geospatial data".

Article 2. Legislation on land and cartographic activities

The relations in the field of land and cartographic activities are regulated by this Law and other regulatory legal acts of Ukraine.

Article 3. Tasks of the legislation on land and cartographic activities

Task of the legislation on land and cartographic activities is regulation of the relations in the field of land and cartographic activities for ensuring needs of the state and citizens with results of land and cartographic activities.

Article 4. Objects of land and cartographic activities

Objects of land and cartographic activities are:

territory of Ukraine, including water objects, cities and other settlements, systems of industrial, hydraulic engineering and other engineering structures and communications, continental shelf and exclusive (sea) economic zone of Ukraine;

the globe territory, including Antarctica, the World Ocean, space, celestial bodies.

Article 5. Subjects of land and cartographic activities

Subjects of land and cartographic activities are:

Cabinet of Ministers of Ukraine;

the central executive body providing forming of state policy in the field of land relations; the central executive body realizing state policy in the field of land relations;

Ministry of Defence of Ukraine and its special divisions;

others central and local executive bodies;

legal entities and physical persons which own necessary technical and technological support and as a part of which on principle place of employment there is the certified surveying engineer who is responsible for quality of results topografo-geodetic and cartographic works.

Article 5-1. Professional training and staffing in the field of land and cartographic activities

In the corresponding directions persons having the higher education in the field of geodesy and/or land management can be engaged in professional geodetic and cartographic activities.
