About protection of the person against impact of ionizing radiation

(as amended on 23-08-2023)

This Law is aimed at providing protection of life, health and property of people from negative impact of the ionizing radiation caused by practical activities, and also in situations existing and emergency radiation, by accomplishment of precautionary and rescue actions and compensation of damage.

Section I. General provisions

Article 1. Determination of the main terms

In this Law the stated below terms are used in the following value:

the emergency situation - any unexpected (unplanned) event which led to violation of conditions of safe operation of nuclear installation, the object intended for the treatment of radioactive waste, source of ionizing radiation which did not lead to accident, but requires taking measures for prevention or minimization of harmful consequences of radiation and providing the normal mode of operation of installation, object or source;

intervention - any action directed to reduction of radiation or its prevention or possibilities of radiation of the person from the sources which are not relating to the sphere of controlled practical activities or got out of hand;

equivalent dose of radiation work of the absorbed dose in fabric or human organ and the radiation weighing factor determined according to regulations of radiation safety taking into account radiation type;

effective dose of radiation - settlement dose of radiation of the person which considers deposits of effects of radiation of different bodies and tissues of the person on state of his health in general;

critical group of people - uniform under the terms of life, to age and floor group which can receive the maximum effective doses of radiation in the certain way of radiation as a result of practical activities;

medical radiation radiation to which patients or healthy faces for the purposes of diagnostics of the state of health or treatment are exposed;

radiation - impact per capita ionizing radiation which can be external radiation as a result of practical activities from sources of ionizing radiation out of body of the person or internal radiation from sources ionizing from the doctrine, being in body of the person;

radiation of the population - radiation to which is exposed the person from nuclear installations and sources of ionizing radiation, except for the professional and medical radiation and radiation caused by local natural radiation background (underwent);

radiation professional - radiation of personnel, the trainees and job seekers of education, other workers involved on objects on which practical activities, in operating time of these workers with sources of ionizing radiation are performed;

limit of dose of radiation size of effective and/or equivalent dose of radiation of the person in year, established by this Law and regulations of radiation safety which shall not be exceeded for the individual;

person from the population - any person, except persons which are exposed to professional or medical radiation;

practical activities - activities of the person when which implementing additional sources of radiation or additional ways of radiation are entered or increase number of the people falling under radiation impact as a result of which radiation sizes, its probability or number of the irradiated people which manage as situation of planned radiation increase;

natural radiation background - the radiation caused by the space radiation and radiation of the natural radionuclides naturally distributed in the earth, water, air and other elements of the biosphere;

reference level level of effective or equivalent dose of radiation or concentration of activity of radionuclides in situations of the emergency or existing radiation, is higher than which radiation as a result of such situations is considered unacceptable even if it does not exceed radiation dose limit;

situation of emergency radiation - the radiation situation resulting from emergency, radiation accident and requiring acceptance of urgent measures for the purpose of prevention or minimization of harmful consequences of radiation;
