About protection of the person against impact of ionizing radiation
This Law is aimed at providing protection of life, health and property of people from negative impact of the ionizing radiation caused by practical activities and also in cases of radiation accidents, by accomplishment of precautionary and rescue actions and compensation of damage.
In this Law the stated below terms are used in the following value:
intervention - any action directed to reduction of radiation or its prevention or possibilities of radiation of the person from the sources which are not relating to the sphere of controlled practical activities or got out of hand;
effective dose of radiation - settlement dose of radiation of the person which considers deposits of effects of radiation of different bodies and tissues of the person on state of his health in general;
critical group of people - uniform under the terms of life, to age and floor group which can receive the maximum effective doses of radiation in the certain way of radiation as a result of practical activities;
radiation - impact per capita ionizing radiation which can be external radiation as a result of practical activities from sources of ionizing radiation out of body of the person or internal radiation from sources ionizing from the doctrine, being in body of the person;
radiation of the population - radiation to which is exposed the person from nuclear installations and sources of ionizing radiation, except for the professional and medical radiation and radiation caused by local natural radiation background (underwent);
radiation professional - radiation of personnel in the course of its work;
the main dose limit of radiation - the most admissible level of individual effective dose of radiation of the person established by this Law which excess requires taking measures to protection of the person;
practical activities - activities of the person when which implementing additional sources of radiation or additional ways of radiation are entered or increase number of the people falling under radiation impact as a result of which radiation sizes, its probability or number of the irradiated people increase;
natural radiation background - the radiation caused by the space radiation and radiation of the natural radionuclides naturally distributed in the earth, water, air and other elements of the biosphere;
intervention level - the expected settlement size of dose of radiation of the person which causes need of obligatory taking measures to protection of the person against impact of ionizing radiation.
This Law regulates the legal relationship between the state on behalf of its relevant organs of the executive authority, legal entities and physical persons arising in connection with practical activities.
Each person living or temporarily being in the territory of Ukraine has right of defense from impact of ionizing radiation. This right is provided with implementation of package of measures for the prevention of impact of ionizing radiation on human body over the set dose limits of radiation, compensation for excess of the set dose limits of radiation and compensation of the damage caused owing to impact of ionizing radiation.
Citizens of Ukraine and their consolidation have right to be informed about levels of radiation of the person and measures of protection from impact of ionizing radiation in places of their accommodation or work from relevant organs of the executive authority to which maintaining functions of protection of the person against impact of ionizing radiation according to the legislation of Ukraine belong.
The main dose limit of individual radiation of the population shall not exceed 1 millisievert * effective dose of radiation in year, at the same time annual average effective doses of radiation of the person carried to critical group shall not exceed the main dose limits of radiation set by this Article irrespective of conditions and ways of forming of these doses.
Dose limits of individual radiation of the population and criteria of density of pollution of soils in the territory of undergone to radioactive pollution as a result of the Chernobyl catastrophic crash, are determined by the laws of Ukraine and other regulatory legal acts.
