About system of Public television and broadcasting of Ukraine
For the purpose of comprehensive requirements satisfaction of society in operational information, ensuring pluralistic nature of broadcasting, considering national traditions, moral ethical principles of the Ukrainian people, the system of Public television and broadcasting of Ukraine (further - Public TV and radio broadcasting) acting on the basis Constitutions of Ukraine, the Law of Ukraine "About information", the Law of Ukraine "About television and broadcasting", other laws regulating activities of the teleradio organizations as subjects of information and economic activity, and this Law is created.
Public TV and radio broadcasting is the teleradio organization with the status of single national indivisible and non-profitable system of mass communication which is object of the property right of the Ukrainian people and is effective according to the single program concept.
Public TV and radio broadcasting is based on wide representation of different sectors of society which through the representatives in Public council provide implementation of the program concept and exercise control of financial and economic activities of the teleradio organization.
The program concept of activities of Public TV and radio broadcasting is periodically reviewed taking into account tendencies of social development and satisfaction of the right of citizens to freely receive, use and distribute information.
Public TV and radio broadcasting is legal entity and has separate balance, the current and supplementary (deposit) accounts in organizations of banks, seal with the name, and also sign (logo) for the goods and services.
Public TV and radio broadcasting is created based on the decision of the Verkhovna Rada of Ukraine according to the procedure, determined by the Verkhovna Rada of Ukraine according to the legislation.
The Verkhovna Rada of Ukraine approves the charter of Public TV and radio broadcasting, number and structure of Public council, part of structure of Qualification council according to part two of article 5 of this Law and the program concept of Public TV and radio broadcasting.

About 3 representatives from the President of Ukraine and the Verkhovna Rada of Ukraine are part of Qualification council.
Term of office of Qualification council unrestricted. Rotation or reassignment of members of Qualification council can be performed at the initiative of the President of Ukraine and the Verkhovna Rada of Ukraine no more once during their cadence.
Meetings of Qualification council are convened in case of need according to the decision of Public council.
Qualification council acts on the basis of the Regulations on it approved by Public council.
The administrative board is permanent administrative organ of Public TV and radio broadcasting, power and which functions are determined by the charter of Public TV and radio broadcasting.
Public TV and radio broadcasting is financed by subscriber fee for use of TV and radio receivers, the state order, holding campaigns for fund raising, the edition of specialized newspapers and logs, distribution own audio-and videos, sale of own TV and radio products to other organizations and from other financing sources according to the legislation of Ukraine.
The public council of Public TV and radio broadcasting can prove public fund for attraction and accumulation of means on nonprofit basis, necessary for ensuring activities of the teleradio organization.
The state order on programs of Public TV and radio broadcasting cannot exceed 20 percent of total amount of broadcasting. The state order for Public TV and radio broadcasting is approved with National council of Ukraine concerning television and broadcasting.
