This provision determines procedure for calculation of length of service and payment of length-of-service allowance to civilian employees (not military personnel) of bodies of national defense, state security and public order (except for government employees).
1. The length-of-service allowance is established to civilian employees of bodies of national defense, state security and public order as a percentage of the tariff charge (official pay rate), taking into account remuneration for management, in the following sizes:

2. Payment of length-of-service allowance is performed monthly along with salary payment for calendar month by the salary fund established according to the financial plan.
3. According to this provision all civilian workers and the personnel which are working under the contract of bodies of national defense, state security and public order, except the government employees and workers performing maintenance, having necessary length of service have the right to length-of-service allowance.
3-1. The length-of-service allowance according to this Provision can be established also to employees of the state companies which founder are the Ministry of Defence, the Ministry of Internal Affairs, and Service of information and safety.
Length-of-service allowances are established by collective agreements of industry level or collective employment contracts at the level of organization, according to the decision of representatives of employer and employee representatives, through bodies of social partnership, proceeding from economic and financial opportunities, and reviewed at least once a year.
4. The length-of-service allowance is estimated proceeding from the tariff charge (official pay rate), irrespective of salary payment method (for unit of time or sdelno).
During replacement the length-of-service allowance is calculated proceeding from official pay rate on principle place of employment.
5. The workers employed for accomplishment of temporary works for the period up to 2 months and also seasonal works have no right to length-of-service allowance.
6. The length of service granting the right to length-of-service allowance joins the work period in the relevant organization.
7. Also joins in the length of service granting the right to length-of-service allowance:
a) operating time on executive positions, as specialists and employees at the companies, irrespective of departmental subordination and form of business which replacement was connected with profile of activities (specialty) in the relevant organization;
b) operating time on any positions in organizations, at the companies and in the organizations if for these positions it was established and remuneration payment for long service was actually made monthly (quarterly, annually);
c) operating time on elective offices;
d) the time spent for military service for contractual basis;
e) the period of participation in military operations on protection of integrity and independence of the Republic of Moldova of the military personnel, reservists called on charges, faces of the private and the commanding structure of law-enforcement bodies, civilians affiliated as obliges and the volunteers who were involved in fighting in zone of the military conflict;
f) the period of partially paid leave on child care before achievement of age by it 3 years;
