I ORDER:
1. Approve the enclosed list of some orders of the acting minister of transport and communications of the Republic of Kazakhstan, the acting minister on investments and development of the Republic of Kazakhstan and the Minister of the industry and infrastructure development of the Republic of Kazakhstan to which changes and additions are made (further – the list).
2. To provide to committee of rail and water transport of the Ministry of transport of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.
3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.
4. This order becomes effective after sixty calendar days after day of its first official publication.

1. Bring in the order of the acting minister of transport and communications of the Republic of Kazakhstan of May 13, 2011 No. 276 "About approval of Rules of technical observation of construction of vessels and production of materials and products" (it is registered in the Register of state registration of regulatory legal acts for No. 6993) the following changes:

in Rules of technical observation of construction of vessels and production of the materials and products approved by the specified order:

"1. These rules of technical observation of construction of vessels and production of materials and products (further – Rules) are developed according to the subitem 13) of Item 1 of article 9 of the Law of the Republic of Kazakhstan "About inland water transport" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state and socially responsible services" and determine procedure, methods, forms and amount of technical observation by Shipping register branch of the republican state state company "Kazakstan Zholdara Sou" of Committee of rail and water transport of the Ministry of transport of the Republic of Kazakhstan (further – the Shipping register), for the purpose of control, check of fulfillment of requirements in the field of classification and construction of vessels of the internal and mixed "river sea" swimming, and also ecological safety during the implementing of construction of vessels and production of materials and products for them, and also procedure for rendering the state service "Carrying Out Engineering Certification of the Organizations and Test Laboratories"."

"47. Uslugopoluchatel for receipt of the Certificate on recognition sends to the Shipping register through the web portal of "the digital government" (further – the portal) the request for recognition of the organization or test laboratory (further – the request), in form according to appendix 3 to these rules.
The list of the main requirements to rendering the state service "Carrying Out Engineering Certification of the Organizations and Test Laboratories" is stated according to appendix 3-1 to these rules (further – the List of the main requirements to rendering the state service).
To Uslugopoluchatel the status about acceptance of request for rendering the state service, and also the notification with indication of date and time of receipt of result of the state service goes to "personal account".
Aggregate term of consideration of documents, surveys and issues of the Certificate on recognition by the Shipping register constitutes 10 (ten) working days.
The state service "Carrying Out Engineering Certification of the Organizations and Test Laboratories" is rendered to legal entities.
The authorized body within three working days after state registration of regulatory legal act, sends information on the made changes and (or) additions to the these rules determining procedure for rendering the state service, to the service provider, the operator of digital infrastructure of "the digital government" and in Single contact center.
47-1. Data on identity documents, state registration (re-registration) of the legal entity the Shipping register receives from the corresponding state digital systems through lock of "the digital government".";

"47-2. Processing of the request is performed by the Shipping register in the state E-licensing database within two working days from the date of its registration by check for compliance to requirements of these rules.";
state Item 67-1 in the following edition:
"67-1. The shipping register provides entering of data on stage of rendering the state service into digital monitoring system of rendering the state services.";
to state part one of Item 144 in the following edition:
"144. Computer appendices are subject to approval of the Shipping register and are recognized digital objects according to the Digital code of the Republic of Kazakhstan.";

1) the portal – round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the Labor code of the Republic of Kazakhstan (further – the Code), reception of applications and issue of results of rendering the state service is performed the next working afternoon); 2) the service provider – Monday through Friday inclusive, from 8:00 to 17:00 o'clock, with lunch break from 12:00 till 13:00 o'clock, except days off (Saturday and Sunday) and holidays, according to the Code. |

1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them; 2) discrepancy of uslugopoluchatel and (or) the provided materials and data necessary for rendering the state service, to the requirements established by these rules; 3) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of certain state service which took legal effect; 4) lack of consent of the uslugopoluchatel provided according to article 8 of the Law of the Republic of Kazakhstan "About personal data and their protection" on access to personal data of limited access which are required for rendering the state service. |
