Chapter 1. General provisions

Article 1. The basic concepts used in this Constitutional law

In this Constitutional law the following basic concepts are used:

1) the area - the administrative and territorial unit consisting of the cities of district value (the city of district value) and (or) rural districts, settlements, villages with the total number of populations no more than 300 thousand people in which public administration is exercised of local representative and executive bodies;

2) the city of district value - the settlement in the territory of which there are companies, housing stock, the developed network of the organizations of education and health care, cultural and educational and shopping facilities, with population at least 10 thousand people;

3) the village - the settlement with population at least 50 people;

4) the rural district - the administrative and territorial unit consisting of two and more settlements and (or) villages with the total number of population at least 500 people;

5) administrative and territorial unit - part of the territory of the Republic of Kazakhstan in which borders according to the procedure, established by the legislation of the Republic of Kazakhstan, local public administration and local self-government are exercised.
