About introduction of amendments to some orders of the Minister of Agriculture of the Republic of Kazakhstan

I ORDER:

1. Approve the enclosed list of some orders of the Minister of Agriculture of the Republic of Kazakhstan to which changes are made (further – the List).

2. To provide to committee of veterinary control and supervision of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective since July 12, 2026 and is subject to official publication, except for paragraphs two, the fifth and twentieth Item 1 of the List, paragraphs two, the fourth and sixth Item 2 of the List, paragraphs two, the fourth, sixth and fourteenth Item 3 of the List, paragraph two of item 4 of the List, paragraphs two and the fifth Item 5 of the List which become effective after ten calendar days after day of its first official publication.

1. Bring in the order of the Minister of Agriculture of the Republic of Kazakhstan of December 9, 2014 No. 16-04/647 "About approval of Rules of issue of the import permit, import and transit of the moved (transported) objects taking into account assessment of epizootic situation in the corresponding territory" (it is registered in the Register of state registration of regulatory legal acts at No. 10254) the following changes:

These rules of issue of the import permit, import and transit of the moved (transported) objects taking into account assessment of epizootic situation in the corresponding territory (further – Rules) are developed according to the subitem 30) of article 8 of the Law of the Republic of Kazakhstan "About veterinary science" (further – the Law), the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state and socially responsible services" (further – the Law on the state services), the subitem 4) of Item 1 of article 12 of the Law of the Republic of Kazakhstan "About permissions and notifications" (further – the Law on permissions and notifications), Regulations on single procedure of veterinary control (supervision) on customs border of the Eurasian Economic Union and on customs area of the Eurasian Economic Union (further – the Provision) and the Single veterinary (veterinary and sanitary) requirements imposed to goods subject to veterinary control (supervision) (further – Single veterinary (veterinary and sanitary) requirements), approved by the decision of the Commission of the Eurasian Economic Union of June 18, 2010 No. 317 "About application of veterinary and sanitary measures in the Eurasian Economic Union", also determine approval procedure for export, import and transit of the moved (transported) objects taking into account assessment of epizootic situation in the corresponding territory.";

3) of Item 2 to state the subitem in the following edition:

"3) the web portal of "the digital government" (further – the portal) – the digital object representing "single window" of access to the consolidated information placed by the state bodies and other subjects participating in provision of the state services including the regulatory legal base and also to the state and other services rendered electronically.";

"6. Physical persons and legal entities (further – uslugopoluchatel) for receipt of the import permit, import of the moved (transported) objects taking into account assessment of epizootic situation in the corresponding territory till the expected beginning of movement submit through the portal the application in form according to appendix 3 to these rules in electronic form, certified by the digital signature (further – the EDS) uslugopoluchatel.

The executive in charge of territorial subdivision of department within 1 (one) working day from the moment of receipt of the statement checks completeness and reliability of provided these (data) in the statement and, in case of factual determination of incompleteness and unauthenticity of provided these (data), prepares and the single automated control system for industries of agro-industrial complex "e-Agriculture" (further – digital system) sends to department by means of digital system "The bases for motivated refusal in rendering the state service in form according to appendix 4 to these rules.

In case of representation by uslugopoluchatel of complete and reliable data (data), the executive in charge of territorial subdivision of department within 1 (one) working day from the moment of receipt of the statement enters data (data) from the statement into the digital system, and sends to department by means of digital system.

10. The ranking officer of department within 1 (one) working day considers data (data) from the statement of uslugopoluchatel in digital system, and checks them for compliance to requirements to Item 13 of these rules.

In case of transit approval of services of other states on transit transportation of the moved (transported) object, the ranking officer of department within 1 (one) working day prepares and sends the letter to services of other states on transit transportation of the moved (transported) object.";

"18. The service provider provides entering of data on stage of rendering the state service into digital monitoring system of rendering the state services according to the subitem 11) of Item 2 of article 5 of the Law on the state services.
